Objectives
Individual is responsible for the operation and maintenance of the sanitary sewer collection system, Capacity, Management, Operations and Maintenance (CMOM) program, Master planning implementation, and FOG program management. Implementation of district programs includes but is not limited to planning, managing and oversight of department staff and projects. Individual reports to the Operations Superintendent.
Individual must possess an Ohio EPA Class II Wastewater Collection System Operator Certification or an Ohio EPA Class II Wastewater Operator Certificate.

Job Standards
Individual must have a Bachelor's degree in a physical or natural science and three (3) years' experience supervising employees or a high school diploma and six (6) years' related experience in public or critical infrastructure may be substituted for the preferred bachelor's degree combined with a demonstrated ability to effectively manage and lead subordinate personnel.
Individual must possess an Ohio EPA Class II Wastewater Collection System Operator Certification or an Ohio EPA Class II Wastewater Operator Certificate.
Pipeline Assessment Certification Program, Manhole Assessment Certification Program, and Lateral Assessment Certification Program certifications are required or must have the ability to obtain these certifications within 12 months of employment.
Individual must possess a valid Driver's License and a Commercial Driver's License class B with necessary endorsements or the ability to obtain the Commercial Driver's License class B within 12 months of employment, and an acceptable driving record. Must meet and maintain qualifications for driving on County business at all times, including insurability.
All required licenses and certificates must be maintained as a condition of continued employment.
Essential Functions
Plans, schedules, organizes and supervises the work of the facility personnel, including time and attendance scheduling, authorizing overtime, sick, compensatory or vacation leaves;
Supervises the work activities of the collection department to achieve goals set forth in the DCRSD Masterplan, CMOM, and all applicable Ohio EPA requirements;
Maintains records of work activities, maintenance, staffing levels, department requests and operating reports;
Explains and interprets governmental regulations, personnel rules, policies and procedures to personnel;
Investigates employee accidents/injuries, prepares reports, and makes safety recommendations;
Oversees work activities to ensure compliance with work rules, safety regulations, instructions, plans and specifications;
Knowledge of and compliance with the safety program including training and program goals;
Works with the Assistant Collection Manager, who is a safety representative for the DCRSD, to implement the safety program;
Responds to public and/or private inquiries concerning the sanitary sewer collection system;
Acts as, or designates, Ohio EPA Operator of Record for the DCRSD Collection Systems which includes all Ohio EPA reports;
Provides as-needed support to the Assistant Manager who supervises and organizes after hour call-ins and emergencies on as needed basis;
Supervises and manages the DCRSD CMOM program;
Supervises and manages the DCRSD Fat, Oil and Grease (FOG) program;
Tracks the inspection and progress being made on projects subject to the 5 year sub-dividers Maintenance Bond agreements;
Oversees and designates the preparation of daily, weekly, monthly and annual reports as required by the Ohio EPA including, but not limited to, the daily operator of record log and the annual SSO report;
Conducts inspections and maintains assigned work areas, as required;
Responsible for addressing staffing, scheduling and equipment needs;
Attends various training sessions, video conferences, and workshops;
Performs typing, word processing, and related computer operations;
Works outside of typical work schedule/business hours as required;
Consistently administers and enforces rules, regulations and department policies;
Prepares preliminary budgets for the operation and maintenance of the department;
Monitors the department's budget and makes necessary adjustments throughout the fiscal year;
Reviews and recommends staffing, scheduling and equipment needs to Operations Superintendent;
Approves bi-weekly payroll for subordinate employees;
Ability to effectively manage, supervise and lead subordinate personnel;
In conjunction with the Operations Superintendent and Human Resources, prepares responses to grievances per the Collective Bargaining Agreement;
Performs any related essential functions as required;
