Position Description

The Equipment Technician II performs a variety of technical, mechanical and general repair or maintenance on a wide variety of vehicles and/or building systems. This is the second level of a three level series. It is differentiated from the first level in that tasks are of a higher level of technical difficulty involving diagnostic skills and major component rebuilding. Duties will vary by Department.

Scope of Responsibility:

The Equipment Technician II performs works on high value equipment where proper preventive maintenance is necessary in order to preserve assets and avoid injuries attributable to equipment failure. Work direction and training will be provided to less experienced technicians.

Primary Responsibilities

Essential Duties and Responsibilities:

Rebuilds or repairs major and minor components found on the different types of vehicles operated by the department.

Equipment includes gasoline and diesel motors, pumps, hydraulic systems, pneumatic systems, conveyor systems, heating AC systems, electrical systems, electronic/computer systems, transmission preventive maintenances, gear cases, boiler systems, valves, etc.;

Diagnoses various equipment and vehicles when malfunction occurs by communicating with onboard computers and/or utilizing other testing devices. Makes recommendation to supervisor on appropriate repair procedures;

Performs preventative maintenance on vehicles and/or equipment including safety compliance checks, in order to ensure safe and efficient operation.

Rebuilds or repairs major and minor components of building systems.

Equipment includes electrical motors, pumps, hydraulic systems, pneumatic systems, conveyor systems, heating AC systems, cryogenic systems, electrical systems, electronic/computer systems, plumbing systems, gear cases, boiler systems, valves, etc.;

May include work on external lighting.

Performs all phases of major and minor repair on the bodies of vehicles operated by the department.

Tasks include painting (application of single stage and base coat/clear coat systems), surface preparation, fiberglass repair, rust proofing and repair, window replacement, door and hood adjustment, frame and structural straightening, repair of unitized bodies and other duties of a similar level;

Welds components to the vehicles as needed for function or safety.

Estimates time, parts, tools and equipment needed for repair; completes necessary forms to document any tasks performed. Confers with supervisor if significant amount of time and/or cost is likely to be involved.

Fabricates parts and special tools needed to perform repairs or to rebuild equipment according to self-design or blueprint specifications including welding metallic materials and operation of various metal working machinery, such as torches, welder, grinders, etc.

Operates light and heavy equipment to assess a needed repair, to transport malfunctioning equipment or to assists in public works maintenance projects as needed.

Makes recommendations as to design changes to improve the performance or maximize the operational life of equipment and provides input as to specifications for new equipment.

Communicates courteously and professionally and maintains working relationships with others in carrying out job functions.

Frequently communicates with others in the work unit to provide information relating to work assignments and progress of work or to convey information about conditions or work-related needs; occasionally interacts with others in the work unit to exchange detailed and/or technical information where the ability to explain concepts is exercised;

Conveys basic information to the public when approached with questions; occasionally interacts with vendors or across departments to exchange detailed and/or technical information.

Performs all job duties in compliance with safety guidelines and with an ongoing awareness of safety practices.

Knows and follows department and city rules as well as sound work and safety practices in order to accomplish the job objectives and avoid injury or loss;

Wears proper protective equipment when policy requires or conditions indicate a need exists and utilizes proper body mechanics and ergonomics while performing work;

When potentially unsafe conditions are observed makes efforts to avoid or correct them if they are controllable and draws them to the attention of the responsible supervisor or safety representative in a timely manner.

Performs other duties and activities as assigned.

Special Assignment: Water Treatment

The Equipment Technician II assigned to the Water Treatment plant performs duties at the plant and related facilities. The position performs maintenance work on the scrubber system, the intake system, chemical systems, residual station, other pumps, motors, conveyors, hydraulics, dam gates, piping, valves, fume hoods, dust collectors, air dryers, instruments and electronic equipment, controls, radio telemetry communications, HVAC systems, all water towers, and related equipment.

Tools and equipment used include gas analyzers, volt and other meters and testing devices, rigging for lifting and pulling, metal lathe, milling machines, sheet metal brake, grinders, drills, hand tools, sewer cleaning/vacuum truck, and others.

Essential Duties and Responsibilities:

Diagnoses malfunctions using computerized self diagnostics for most equipment.

Evaluates and makes recommendations on whether to repair or replace equipment, parts, and components.

Researches drawings, searches online for drawings, parts, etc.;

Re-builds as required.

Performs preventive maintenance based on work orders. Checks equipment and parts for wear, pressure, flow, voltage, etc.

Carries pager on an assigned basis.

Minimum Qualifications:

Knowledge of the concepts, principals, and techniques relating to operation, maintenance and repair as applied to a wide range of building equipment and subsystems;

Knowledge of equipment relating to treatment systems, valves, motors, pumps, chemical feed systems, plumbing, HVAC, electrical, electronic and computer diagnostics;

Knowledge of fall protection devices, retractable lifelines, confined space recovery systems and toxic gas monitors;

Knowledge of piping, pressures, high and low voltage, electronics, chemicals, flammable/explosive materials.

Physical Demands & Working Conditions:

Outdoor work is performed on roofs and at river water intake structures. Work is regularly performed in open pits up to 47 feet deep, in confined spaces such as vaults and holes, and on ladders up to 40 feet, all with appropriate safety precautions and equipment in place such as harnesses, gas meters, etc. There is frequent exposure to heavy, moving mechanical equipment, hazardous chemicals such as liquid chlorine and ammonia, wet, cold or high heat conditions, mud, dust, and dirt. The position requires local driving on a daily basis. On call 24/7 on an assigned basis.

Minimum Qualifications

The job requires an associate's degree in an appropriate mechanical specialty, such as automotive and diesel technology, or HVAC, or mechanical engineering, and three or more years of related work experience, or an equivalent combination of education and experience sufficient to successfully perform the essential duties of the job such as those listed above. A valid commercial driver's license (CDL Class B) with an air brake endorsement and appropriate state of North Dakota Operator's Certificate is also required. The job may require current ASE (Automotive Service Excellence) certification or other appropriate certification.

Knowledge, skills and abilities include:

Knowledge of welding, cutting, and other metal working techniques;

Knowledge of machine shop practices;

Skill in basic mathematical computations to make precise measurements and develop repair estimates;

Skill in written English sufficient to read technical manuals and instructions and to record pertinent information concerning repairs;

Skill in communication, interpersonal skills as applied to interaction with coworkers, supervisor, the general public, etc. sufficient to exchange or convey information and to receive work direction;

Skill in computer operation pertaining to accessing onboard computers;

Knowledge of the proper and safe operation, servicing and maintenance of material moving equipment;

Knowledge of local and state laws and regulations regarding the operation of equipment.

Physical Demands

Physical Demands & Working Conditions:

Most work is performed in a shop environment, but will include outdoor work. Work varies from moderate to very heavy and requires lifting, pushing, pulling and climbing. There is regular exposure to multiple very disagreeable working conditions such as extreme weather conditions, dust, dirt, mud, fumes, and loud noise. There is regular exposure to hazardous chemicals and fuel, fumes, electrical hazards, moving equipment, vehicles, and slippery conditions.

Climbing, balancing, stooping, kneeling, crouching, crawling, reaching, standing, walking, pushing, pulling, lifting, digital dexterity, grasping, feeling, talking, hearing/listening, seeing/observing, repetitive motions.

Very Heavy Work: Exerting in excess of 100 pounds of force occasionally, and/or in excess of 50 pounds of force frequently, and/or in excess of 20 pounds of force constantly to move objects.
