SUMMARY

Through the grant-funded initiative,Strengthening Community College Training, the Manager, Earn and LearnInitiatives is responsible for supporting strategies, partnerships, andprograms that create and strengthen apprenticeship and other earn and learn opportunitiesin the manufacturing and engineering industry in Northeast Ohio. In partnershipwith the Director, Employer Partnerships and Apprenticeship Programs and the College'sDean of Engineering, the Manager will specifically focus on the expansion ofthe College's existing engineering and manufacturing technician programsthrough earn and learn opportunities, broadening programming to high schools,and adapted curriculum to non-credit delivery. The Manager, Earn and LearnInitiatives will manage a portfolio of earn and learn programs, coordinatingprogrammatic activities with industry partners.

The Manager will work closely with theDirector, Employer Partnerships and Apprenticeship Programs and internal teams,including program managers, directors, deans, associate deans, and a widevariety of external stakeholders. This collaborative approach is key tostrengthening earn and learn programs and designing and realizing new programs,cultivating a sense of teamwork and shared responsibility.

ESSENTIALFUNCTIONS

Partners with employers to identify talent needs and showcase earn and learn opportunities as a talent solution

Works closely with employers in Manufacturing and Engineering to create new apprenticeship and earn and learn programs and subsequent implementation of the programs

Collaborates internally to develop the strategy to meet partners' needs and help them build the earn and learn programs

Cultivates a recruitment, assessment, development, and retention strategy throughout the program lifecycle

Collects and analyzes program and participant data to ensure programs meet industry needs and comply with College and State requirements

Monitors progress on earn and learn programs to ensure milestones and outcomes are met and report successes and challenges to internal and external stakeholders

Supports employers and other critical partners with challenges encountered with earn and learn programs, remediates these challenges, and implements proactive solutions for future cycles

Expands earn and learn program adoption in Northeast Ohio by developing new and innovative programs, certificates, and other activities within manufacturing and engineering

Assists in developing program metrics to assess program performance and implements continuous improvement solutions

Partners with industry professionals to enhance program participants' skills

Collaborates on the design, development, and customization of earn and learn curriculum, in partnership with manufacturing and engineering subject matter experts, to align with industry needs, ensuring that students gain the skills and knowledge required for career success

Supports and actively participates in engagement, recruitment, marketing communications events and campaigns that promotes and educates constituents about the importance and value of apprenticeships and earn and learn programs

Monitors program outcomes, ensuring milestones and objectives are met

Prepares and presents comprehensive reports on program performance to internal and external stakeholders

Performs other duties as assigned

REQUIRED QUALIFICATIONS

EDUCATIONAND EXPERIENCE/TRAINING

Bachelor's degree in a related field

Related experience may substitute for education.

Minimum of three (3) years of demonstrated experience in workforce development, program development and management, employer engagement, or related areas.

Experience with data retrieval and analysis, labor market trends, student recruitment, retention, and completion

Experience contributing to decisions impacting management and strong operational and project management skills within a department

KNOWLEDGE,SKILLS and ABILITIES

Ability to implement programs and strategies to build diverse applicant pipelines for workforce training programs

Strong collaboration and project management skills

Demonstrated ability to work cross-functionally internally and externally

Experience working on workforce initiatives in a professional or academic setting

Familiarity with workforce development initiatives

Experience managing grants and budgets

Proficiency with Client Relationship Management (CRM) tools like Salesforce, SLATE, or Recruit

The work is performed in a standard, professional office environment.

The work area is adequately lighted, heated, and ventilated.

Typically, the employee may sit comfortably to perform the duties of the job and will perform repetitive motions with hands/fingers using a computer mouse and keyboard to type. However, there may be some walking, standing, bending, and carrying of light items such as papers, files, pamphlets, books, etc.

Work is partially performed in an environment with sufficient noise that may cause an employee to shout in order to be heard above the noise level.

Work is partially performed in an environment exposing employees to hazards such as proximity to moving mechanical parts, moving vehicles, or exposure to chemicals.

Work is partially performed in an environment with conditions that affect the respiratory system, such as fumes, odors, dust, mists, gases, or poor ventilation.

Work may also require walking and standing in conjunction with travel to and attendance at meetings and conferences away from the worksite

Special Note: Target Starting Salary Range: $58,000 to$63,000

The final offer for the successfulcandidate is targeted to fall within this range, but will be based upon anassessment of internal equity, the unit's available budget, and the candidate'squalifications in relation to the minimum and/or preferred job requirement(s).
