This position facilitates the implementation of transportation projects in the region through management of infrastructure funding programs. This position works closely with ODOT and local public agencies to coordinate regional infrastructure projects and assist with project development and public review and involvement processes. This position likely includes supervisory responsibilities that could include interns, assistant, associate, senior and/or Principal Engineers or Planners and requires close communication with directors in developing program and departmental policies and procedures. This position prepares and presents reports and recommendations to various committees. The position requires coordination and facilitation with other staff and local, state, federal and private agencies and citizen groups as appropriate.
ESSENTIAL FUNCTIONS:
Facilitate implementation of transportation projects in Central Ohio (45%)
Manage and coordinate development and maintenance of the Transportation Improvement Program (TIP)
Lead team in biennial update to the TIP
Lead team in preparation of amendments to the TIP quarterly and on an as-needed basis
Monitor status of TIP projects by reviewing ODOT reports, ODOT online project information and attending project status meetings
Ensure updates are made to the TIP information on MORPC's website regularly, especially for TIP updates and amendments and public involvement processes
Attend ODOT project meetings
Attend project specific meetings and public meetings as needed
Stay abreast of federal transportation funding issues and procedures and aid local governments to facilitate their projects through the project development process
Report on status of projects as needed to other staff, committees and the public
Manage MORPC-attributable Funding Program
Update Policies for managing MORPC attributable funding every other year
Manage the solicitation, evaluation, and selection of projects in accordance with the Policies
Monitor and report on projects using MORPC attributable funding with the goal of identifying potential problems and avoiding project delays
Assist in the implementation of MORPC's Complete Streets Policy for project recipients of MORPC-attributable funding
Work with ODOT and other MPO's to providing funding for projects that are advancing ahead of available MORPC funds
Assist members in obtaining and utilizing transportation funds.
Assist members in applications for state funding programs
Assist members in applications for federal funding programs
Assist members implementing local & innovative funding mechanisms
Maintain an internal system for project tracking and reporting
Manage staff for the Ohio Public Works District 3 Integrating Committee (30%)
Manage development, update, and implementation of the process for OPWC District 3 administered programs
Advise agencies inquiring about infrastructure funding about the programs
Ensure that funding applications accurately reflect any MORPC-attributable funds committed to the project, and that the funding schedules are compatible
Maintain the TIP project listing to accurately reflect OPWC funding commitments
Provide SCIP and LTIP information to staff, committees and the public
Manage staff for the Franklin County Transportation Improvement District (15%)
Assist in developing, updating, and implementing the process for TID administered projects
Perform miscellaneous other items necessary to accomplish MORPC's goals. (10%)
Assist as needed in transportation studies conducted by MORPC.
Provide timely assistance and information to co-workers and coordinate transportation projects with other planning activities.
Address other, miscellaneous work requests, as needed.
Make routine reports succinctly and in a timely fashion.

REQUIRED KNOWLEDGE, SKILLS AND ABILITIES
Thorough working knowledge of the principles, best practices and techniques of transportation planning and engineering. Ability to coordinate and/or direct technical and support staff. Ability to develop and maintain effective working relationships with representatives of other agencies and organizations. Clear and comprehensible written and oral communication skills. Understanding of the resources available to and needs of Central Ohio seeking transportation infrastructure funding. Should be familiar with environmental planning concepts and have a working knowledge of transportation project development processes. Ability to communicate effectively with MORPC members, state agencies, federal agencies. Essential functions include the ability to use phone, computer and participate in meetings in person and virtually. Must possess organizational, supervisory and budget skills and work within adopted standards, policies and procedures set by the agency and to budget time and set priorities for staff under supervision. Be able to clearly and concisely explain technical issues via oral or written communication and is expected to interact with other professionals, the public and the private sector.
QUALIFICATIONS:
Bachelor's degree in field related to program element with a minimum of six (6) years of related experience. At least two (2) years of experience should be in a coordinating or supervisory role. Masters' degree in appropriate field of study may be substituted for two (2) years of non-supervisory experience.
