Description:
The Chief Engineer on the ACU/DCP Upgrade Project is a critical technical leadership role, which ensures engineering excellence, system integration, and compliance with modernization standards. Their responsibilities would include technical oversight, design validation, risk management, and stakeholder coordination to ensure project success. Additionally, the Chief Engineer will provide strong technical leadership while overseeing documentation, testing, risk mitigation, and field support.
Key Responsibilities:
Technical Leadership & Oversight
• Serve as the technical authority for system upgrades, integrations, and engineering decisions.
• Ensure alignment with ASOS Tri-Agency modernization goals and federal compliance requirements.
• Lead the design, validation, and implementation of system solutions.
• Review cloud architecture for alignment with modernization and security requirements.
Engineering Design, Integration & Documentation
• Assist the government in the design, development, and integration of ACU/DCP components.
• Manage compatibility between hardware, software, and existing ASOS infrastructure.
• Collaborate with Configuration Management to ensure proper documentation of the project with drawings and data.
• Create a Site Technical Manual to ensure comprehensive reference materials.
• Develop modification and maintenance notes for system sustainment.
• Document Network & Communication solutions, ensuring clarity and accuracy.
• Create new operational SOPs for field implementation.
Testing Support & Risk Management.
• Oversee System Integration Testing, System Acceptance Testing, and Operational Test & Evaluation (OT&E).
• Ensure test plans meet project specifications and operational requirements.
• Identify technical risks related to system deployment and develop mitigation strategies.
• Update the program's risk register in Smartsheet, ensuring proactive risk handling.
Stakeholder & Vendor Coordination
• Provide technical guidance to vendors.
• Work closely with the Government PM, Program Managers, and Engineers to align technical objectives.
• Facilitate cross-team collaboration to address engineering challenges. Training, Logistics & Field Support
• Oversee logistics adoption to ensure smooth deployment of technical solutions.
• Audit training materials for accuracy and comprehensiveness.
• Provide technical support to the field, assisting personnel with troubleshooting and
implementation.
Quality Assurance & Compliance
• Conduct engineering analysis and documentation review to provide Quality Assurance for lower engineering resources.
• Ensure all technical documentation, reports, and system specifications are accurate and up to date.
• Validate that designs and implementations comply with modernization standards, data security, and federal regulations.
• Contribute to formal briefings and reports on engineering progress and system status.
Requirements
Ph.D. in related field
Weather experience
Automated Surface Observation System (ASOS) program familiarity or prior National Weather Service experience
