WORK LOCATION: Port of Spain, Trinidad & Tobago (U.S. Embassy)
PROJECT DURATION: 48 MONTHS WITH EXPECTED FOLLOW-ON WORK WITHIN THE DoS PROGRAM
The Port of Spain New Embassy Compound project includes New Office Building (NOB), Support Annex (SPX), Main, Consular, and Service Compound Access Control (CAC) buildings, Utility Building (UTL), Recreation Facility (REC), Marine Security Guard Residence (MSGR), Staff, Visitor, and Official Parking, Perimeter Wall, and Site Improvements on 11.1 acres lot.
Functioning as a Construction Safety and Health Officer (CSHO), providing OBO with professional expertise, advice, and guidance relating specifically to construction project site safety and health issues, including all phases of building construction operations, including site development, excavation, foundation, superstructure, exterior walls, mechanical systems, electrical, and interior finish work
Ensuring contractor and sub-contractor compliance with governing OBO construction safety regulations
Assuring contractor compliance with U.S. Department of State and local host country construction safety and health rules and regulations at the project site
Inspecting, assessing, and reporting on construction contractor safety programs at the project site to ensure OBO safety and health requirements are being properly implemented
Providing advice and direction to OBO/Project Director, developing, implementing, and managing Injury/Illness Prevention Program and directing and coordinating the participation of OBO, the General Contractor and Post within that program, and creates or modifies safety policies
Conducting regular safety inspection of facilities, worksites, equipment, work practices, and safety devices to ensure compliance with required workplace safety standards and regulations
Reporting findings to management and recommending changes to establish safe work conditions; may compel cessation of work in order to address potential imminent hazards monitors changes and/or makes follow-up inspections
Overseeing and monitoring contractor compliance with safety and health provisions of the construction contract, through daily on-site inspections to evaluate the effectiveness of the contractor’s safety program to comply with OBO requirements
Ensuring that qualified, competent persons have been designated at the project site to conduct scheduled sanitation and health inspections of food service, mess facilities, toilets, washrooms, and change areas
Applying procedures and guidelines to eliminate or control hazardous conditions resulting from human error, equipment, and machine operations that may lead to injury of persons and/or damage to property
Providing advice to avoid construction accidents
Ensuring the effectiveness of emergency evacuation plans in case of fire or other emergencies
Ensuring that OBO, Port of Spain, and contractor plans are tested and evaluated to ensure effectiveness
Preparing monthly, quarterly, and annual reports
Maintaining proper documentation to conform to OSHA record-keeping requirements
Reviewing contractor safety programs and periodically performing site inspections as needed to ensure safety of construction sites
Investigating serious accidents and/or incidents of injury or property damage at worksites to ascertain cause and need for corrective action
Developing and implementing measures and strategies to prevent their recurrence
Advising as to the keeping of records and coordinating the compilation of information necessary for Risk Management files and reports
Serving as safety resource to OBO and assists in complying with safety standards
Providing consultation, guidance, and technical assistance on matters related to workplace safety and security, including assisting in the development of OBO-specific safety manuals and forms and advising of proper record-keeping requirements
Establishing standards and developing controls or work processes specific in order to minimize or eliminate hazards and maintain consistency with safety policy, disseminating information as appropriate
Developing a working knowledge of all technical requirements of project
Providing Quality Assurance for ongoing construction projects
Reviewing contractor submittals and evaluating design calculations and data
Reviewing the contractor’s monthly pay request accurately to represent the work performed by the Project Contractors
Maintaining project logs for RFIs, Submittals, Quality Assurance Inspections
Evaluating proposed submittal substitutions with engineering implication, making recommendations to the Project Director
Coordinating the development of Independent Government Estimates (IGEs) for modifications and change orders
Preparing monthly progress reports and attending meetings to summarize project status, with emphasis on engineering
Performing other related duties as assigned by the Project Director
FILLING THIS POSITION IS CONTINGENT UPON AWARD
Requirements
An associate degree along with a CSP, CIH, or CHST certification and a minimum of seven years of experience required on construction projects of similar scope and dollar value to the project supported by this Task Order
Design office experience shall not count toward an employee’s experience
Overseas experience is preferred
Must have Final Secret, Interim Top Secret (TS), or Final TS security clearance issued by Defense Counterintelligence and Security Agency (DCSA) at the time of consideration
Knowledge of International Codes required
Experience in assessing and responding to Requests for Information (RFI)
Experience in reviewing and evaluating design calculations and data from an engineering perspective
Knowledge of Construction Safety regulations (i.e. EM 385-1-1, OSHA, etc.)
Knowledge of Microsoft Suite (PowerPoint, Excel, and Word) required
Possess a current OSHA 40 hour construction safety certification
