Develop, recommend and administer human resource plans and procedures for all employees, including compensation, benefits, training, employee recruitment and selection, workplace culture, diversity, workplace planning and performance management
Develop policies and procedures for effective management of agency’s human resources, including but not limited to programs for employee relations, affirmative action, sexual harassment, and employee complaints. Conduct employee counseling and work with Employee Assistance Programs for administrative referral, as appropriate.
Develop, recommend, implement and monitor programs to achieve market competitiveness and internal equity among employees working closely with the operations in fiscal. Recommends competitive compensation and benefits programs to provide motivation, incentives and rewards for effective performance and to attract and retain best qualified employees. Implement and annually update compensation program. Educate employees regarding agency practices, initiatives and general market trends.
Supervises staff and oversees daily operations of HR team. Sets goals and objectives for the team. Providing guidance and support to team members. Monitors performance and provides feedback; conducts performance evaluations. Delegates tasks and assignments to team members. Interviews, hires staff.
Maintain knowledge and understanding of existing and proposed federal and state laws/regulations affecting human resource management. Identify trends that could impact organizational objectives and/or operational resources. Interpret appropriate laws and policies and advise management employees accordingly.
Annually review and make recommendation for improvement of policies, procedures and practices on human resource matters. Communicate changes in human resource policies and procedures and ensure proper compliance.
Develop Labor Relations strategy for board approval manage Labor Relations function.
Participate in investigation and resolution of ongoing employee relations problems, anticipate problems whenever possible, and develop, recommend and initiate steps for resolution. Consult with attorneys to prepare the agency position in lawsuits, discrimination complaints, arbitration, and other proceedings. Coordinate all human resource litigation with assigned legal staff and affected departments.
Work directly with department managers to assist them in carrying out the responsibilities and human resource matters; especially coaching, training, conflict resolution and discipline. Provide enterprise-wide training, professional development and continuing education for all staff levels and staff recruitment support.
Develop enterprise-level procedures for employees on on-boarding, retention and off-boarding, including leave program administration
Represent the human resources department in public, in collective bargaining, in legal or administrative proceedings, to other organizations as required.
Oversee the provision of all human resources and administrative services, ensuring a focus on customer service, efficiency, confidentiality, and accountability. Develop, review and approve departmental strategic planning, work plans, services, policies, procedures and reports. Set individual performance standards and departmental key performance indicators and benchmarks; evaluate reports, decisions and departmental results in relation to established goals, with an emphasis on teamwork, collaboration and continuous improvement.
Qualifications:
· Minimum of master's degree in human resources, industrial relations, business/public administration, or a closely related field; Masters’ degree in a related field preferred; equivalent experience may be substituted for this requirement,
· Minimum of 10 years of experience in human resources
· Excellent communication (oral and written) skills
