JOB DESCRIPTION ACCOUNTING MANAGER

Under the supervision of the chief financial officer, the accounting manager shall be responsible to:

Oversee daily fiscal operations affecting program budgets, cash flow, expenditures, governmental reporting, and general financial business operations.

Implement and monitor finance department activities, including the development and implementation of systems design.

Review, interpret and implement funding source terms and conditions, agency policies and procedures, changes in legislation, GAAP, or applicable regulations.

Supervise, train, orient, and conduct timely performance evaluations of the finance supervisor, accountant, and general ledger specialists. Conduct positive progressive intervention as needed and prepare timely related documentation.

Engage in the promotion of staff development and continuous learning through training, observation, coaching, and reflective supervision.

Ensure procedures for custody and control of assets are followed.

Produce accurate reports specific general ledger transactions and program expenditures and encumbrances.

Oversee the general ledger, accounts payable, and budget accounting system modules.

Oversee the bank reconciliation accounting module and ensure reconciliations are completed accurately and timely.

Supervise the processing of in-kind documents and maintain donation-tracking mechanisms.

Design and oversee monthly expenditure reports.

Complete monthly analytical general ledger reviews.

Prepare annual year-end adjustments.

Coordinate audit schedules for various audits.

Oversee the maintenance of fixed asset subsidiary ledger and reconciliation to the general ledger.

Maintain a funding source summary and related contracts.

Implement the indirect allocation plan and prepare related reports.

Oversee the system of internal controls over accounting functions to minimize risk.

Prepare and monitor receivable and payable listings.

Maintain detailed accounting logs and analysis reports.

Oversee the posting of cash deposits. Prepare daily cash reports. Oversee apportionment and cash receipt schedules.

Collect data for corporate tax returns as required.

Prepare and submit funder reports.

Maintain a documented system of accounting policies and procedures.

Identifies and recommends updates to accounting processes and procedures.

Other duties as assigned.EMPLOYMENT STANDARDS

Required Education and Experience:

Minimum of a *bachelor’s degree in accounting, economics, business administration, or related field.

Minimum of four (4) years’ recent experience in a highly responsible position involving general accounting, planning, budgeting, systems development, and extensive data collection, organization, analysis, and preparation of results.

Minimum of two (2) years’ experience supervising accounting personnel.

*An associate degree in accounting or related field plus an additional three years of the required experience may substitute for the bachelor’s degree. Completion of a bachelor’s degree within five years of hire will be required.

Knowledge and Abilities: Must be proficient in Windows environment including advanced skills in Excel and Word. Proficient with automated double entry accounting system used in a corporate or large organization environment. Ability to effectively monitor workloads and supervise and train staff. Knowledge of and ability to effectively use computers and related programs to assist with generating required documents, reports, graphs etc. Good typing skills. Knowledge of computer information management systems. Ability to apply concepts such as percentages, ratios, and proportions to practical situations. Ability to define problems, collect data, establish facts, and draw valid conclusions. Ability to interpret an extensive variety of technical instructions in mathematical or diagram form and deal with several abstract and concrete variables. Ability to work with minimum supervision. Ability to effectively follow written and verbal instruction. Ability to communicate effectively orally and in writing. Ability to establish good rapport with supervisor, other staff, and outside agencies.

Physical Abilities: Ability to effectively use hands and fingers in the use of computer keyboard and other office machines. Ability to effectively see computer screen and read data. Ability to sit at workstation for prolonged periods of time.

License or Other Requirements: Must have access to a dependable auto with minimum legally required insurance coverage and possess a current valid California driver’s license. Must submit to a pre-employment, agency-paid physical examination. Employment is conditional pending satisfactory results of physical examination.
