This position works under the general direction of the Assistant Finance director and alongside the Utility Billing Coordinatorand is responsible for maintaining accurate utility billing accounts, assisting with utility billing processes and responding to inquiries/complaints that are related to utility billing.

Hourly Hiring Range: $29.31 - $30.99 (depending upon qualifications)

Full Salary Range: $29.31 - $36.49

Essential Duties and Responsibilities

Be the City utility billing's first point of contact on the telephone and in person performing all related customer service tasks such as responding to inquiries and complaints and providing general information.

Responds to customer inquiries regarding utility accounts, payments, moves and changes, water turn on/offs and meter readings over the telephone, email and in person. Assists with public email account administration.

Accept and process payments received from customers, lockboxes; reconcile online and phone payment systems with utility billing system.

Balances daily payments; downloads payments from third-party payment processing centers for posting to customer accounts; prepares and processes billing related batches and/or adjustments; prepares utility billing refunds.

Prepares service orders for meter reading checks, water leak repairs and other field investigations, as needed.

Communicates and interacts with the public, other employees, supervisors and individuals from other organizations effectively and respectfully.

Performs computer data entry activities using routine and complex computer applications to process, manipulate and manage information such as meter readings, payments, adjustments, property characteristics, scheduling, etc.

Collects, organizes and maintains information pursuant to department standards.

Assists department in carrying out administrative detail in routine office operations.

Provides primary backup to the front desk.

Performs other related functions as apparent or delegated.

Required Knowledge and Abilities

To perform this position successfully, an individual must be able to perform each essential duty satisfactorily. The requirements listed below are representative of the knowledge, skills, and/or abilities required.

Ability to perform mathematical calculations of moderate difficulty.

Skill in the use and care of personal computer, printers, and other office equipment, and working knowledge of computer software, applications and technology related to financial administration.

Ability to independently carry out day-to-day operations and assigned projects to their completion on time, problem solve, determine work priorities, and accomplish goals within limited time frames under pressure.

Ability to use independent judgement to recognize, trace and correct errors.

Possesses strong organizational skills.

Ability to handle inquiries from the public and staff in a friendly and courteous manner.

Ability to be detail oriented and follow through with tasks.

Ability to maintain and handle confidential and sensitive information appropriately and perform duties with tact and discretion.

Qualifications and Other Information

MINIMUM QUALIFICATIONS:

A combination of training and experience substantially equivalent to the following:

• High school diploma or equivalent plus at least one year of applicable experience; basic accounting, billing, or collections.

• Two (2) years of experience in customer service with a proven track record of skills in de-escalation and developing positive customer relations.

PREFERRED QUALIFICATIONS:

• Two (2) years of administrative experience with basic accounting, billing or collections.

• Previous full-cycle billing experience

PHYSICAL DEMANDS:

EQUIPMENT/JOB LOCATION:

The work environment characteristics described here are representative of those an employee encounters while performing the essential functions of this job. This position will be located at the City Center. It will use common office supplies and equipment, and the noise level is typically quiet. Exposure to computer monitors in the office is typical. This position works closely with others.
