The County of Santa Barbara Public Works Department is currently accepting applications to fill one (1) Engineering Technician I/II vacancy in the Laguna County Sanitation District in Santa Maria, California.

NOTE: Positions vacated as a result of a leave of absence (Civil Service Rule 1414) and the duration of the appointment shall be subject to the return of the individual who is on leave.

THE POSITION: Under close supervision, trains to perform or performs paraprofessional civil engineering work in design, mapping, database management, utility coordination, materials testing, hydrology, permits, construction inspection, or other civil engineering specialties; performs related duties as required.

Engineering Technician I is a trainee level at which incumbents perform a variety of office and/or field technical duties characterized by routine projects, progressing toward assignments of moderate difficulty and potential promotion to the higher level.
Engineering Technician I receive close supervision on new aspects of assignments, whereas Engineering Technician II receive general instructions on assignment objectives, complex features, and possible solutions.
Public Works Department The County's Public Works Department employees are committed to efficiently providing, operating and maintaining public works infrastructure, facilities and services to make everyday life as safe and convenient as possible for the public we serve.
The Department is comprised of five Divisions: Administration, Resource Recovery & Waste Management, Surveyor's Office, Transportation, and Water Resources.
To learn more about the Public Works Department, please visit: Examples of Duties * Prepares simple maps, records, graphs, and drawings or provides details on more complex ones.
* Gathers data and writes reports for permits such as the State Water Board treatment and recycling permits, and sewer collection system permits, as well as EPA permit for the reverse osmosis brine injection well, and Air Pollution Control District permits for generator and other equipment run times.
* Assists with plans such as safety plans including tasks such as periodic assessing the condition of fall protection and confined space equipment and reporting for equipment needing to be replaced or upgraded.
* Reviews sewer system condition assessment videos and prioritizing for corrective actions.
Inspects sewer and recycled water and treatment plant upgrade projects.
* Coordinates with US Fish and Wildlife required daily biologist inspections due to the presence of endangered species at the treatment plant and associated projects.
* Conducts or assists with routine traffic control activities and assists with engineering support and coordination tasks.
Engineering support tasks include utility relocation coordination and tracking, contractor coordination, CAD drafting, compliance and schedule monitoring.
* Makes measurements, cuts brush, sets stakes, assists with setting monuments, and makes simple survey or construction notes or reports.
* Develops of AutoCAD and GIS plans for sewer system maintenance, repair, replacement, and rehabilitation projects, as well as recycled water projects and plant projects.
Performs simple drafting and engineering office work; operates a computer using a variety of software, including CAD, large database management, SCADA systems and spreadsheet programs.
* Prepares survey maps and sketches from field notes, maps, and records; prepares plans, profiles, and cross-sections, using CAD software; prepares change orders and as-built plans; prepares plans and specifications for capital improvement and maintenance public works projects.
* Checks a variety of plans, such as improvement drawings for developer related improvements and consultant prepared plans and related documents, to ensure compliance with legal requirements, and engineering design standards; inspects construction work, such as grading and compaction, installation of mechanical equipment, structures, process and control systems, etc., and reviews and approves material submittals to ensure conformance with design plans and specifications; checks and enforces development conditions of developer constructed infrastructure.
* Performs and or oversees equipment startup testing, monitoring equipment calibrations and inspection of construction methods and materials; collects field samples of wastewater, stormwater, soils and construction materials and performs a wide variety of tests to determine acceptability of materials; collects and analyzes rainfall data; operates survey instruments, such as levels, transits, and theodolites, to determine the location of boundaries, easements, improvements, structures, and topographic features.
* Discusses maps, plans, and costs with property owners, engineers, contractors, and other government representatives; coordinates construction activities with property owners, utility companies, contractors, other government representatives, and the general public; presents engineering data, environmental findings, design criteria, etc., at public meetings.
* Contract Administration: Tracks contracts.
Schedules contractors for construction and maintenance of technical operating systems including sewer collection systems, wastewater treatment systems, and recycled water distribution systems.
* Recordkeeping of Operating Systems: Completes reports of all service and maintenance inspections in a timely manner in accordance with operating and maintenance manuals.
Must have the ability to interpret technical manuals and diagrams.
Employment Standards * Possession of a high school diploma or equivalent including coursework in algebra, geometry, and trigonometry; OR, * A combination of training, education, and experience that is equivalent to the employment standard listed above and that provides the required knowledge and abilities.
Additional Qualifications: Possession of a valid California Driver License may be required for some positions.
Desirable Qualifications: some knowledge of engineering technology, drafting, and/or CAD may be required for some positions.
Knowledge of: mathematics, including: algebra, geometry, and trigonometry.
Ability to: learn surveying, drafting, testing and inspection principles and procedures; perform assigned work; make arithmetical computations; prepare accurate and neat calculations and drawings; follow oral and written instructions; learn to input, access, and analyze data using a personal computer terminal; prepare and maintain accurate records; work effectively with the public, other government agencies, contractors, and staff; perform manual tasks under a variety of conditions; and establish and maintain effective relationships with others.

* Supplemental Questionnaire Ranking - Responses to the required examination supplemental questions will be evaluated and scored.
Candidates' final score and rank on the eligibility list will be determined by the responses to these questions.
This process may be eliminated if there are fewer than 11 qualified candidates.
Candidates must receive a percentage score of at least 70 on the Supplemental Questionnaire Ranking to be placed on an employment list.
An adjustment may be made to raw scores based on factors listed in Civil Service Rule VI.
Those candidates who are successful in the selection process will have their names placed on the employment list for a minimum of three months.
At the time the employment list is established, all candidates will receive an email notice of their score on the exam(s) and exact duration of the employment list.
NOTE: Veteran's preference credit is applicable for this recruitment (5 points for veterans, 10 points for disabled veterans).
