HERE’S WHAT YOU’LL BE DOING

Lead staff on conducting highly advanced engineering analyses of anthropogenic emissions inventory data. Oversee development of ad hoc queries from multiple databases (State of Texas Air Reporting System and Texas Air Emissions Repository). Oversee development of visualizations (e.g., graphics, charts) based on data analysis. Prepare datasets for posting on Microsoft Teams, the internet, or sharing with stakeholders, including legislative interests.

Help nonpoint source staff on nonpoint emissions inventory policy, procedures, and development, specifically focusing on state implementation plan (SIP) emissions inventories. Organize, oversee, and coordinate project activities related to the development, quality assurance, and/or engineering evaluation of nonpoint emissions data for SIP purposes, including development of electronic tools to streamline and automate SIP emissions inventory calculations.

Conduct global quality assurance efforts to improve emissions inventory datasets. Develop and evaluate highly advanced plans and criteria for calculating, compiling, interpreting, and conducting quality assurance on anthropogenic emissions data from area and mobile sources using mathematical methods and computer models. Evaluate, review, select, adapt, and modify standards, techniques, procedures, and criteria to verify emissions data and related calculations.

Coordinate the loading of emissions inventory data into the program area databases. Ensure emissions inventories are merged, built, and rated accurately according to section/team prociedures. Report emissions inventory data to EPA according to federal regulations, format specifications (e.g., via CERS XML), and deadlines. Identify database enhancement and maintenance items to ensure that emissions inventory reporting can be accomplished according to federal regulations and to ensure agency business needs are met.

REQUIRED EDUCATION & EXPERIENCE

Experience in the administration of a program relevant to assignment

Or

Graduation from an accredited four-year college or university with major course work in a field relevant to assignment

KEY QUALIFICATIONS

Experience calculating and reviewing emissions inventory data or other air emissions-related data

Experience working with database applications to retrieve (query), analyze, and quality assure complex data sets

Experience communicating technical information to internal or external audiences

Experience developing technical information and analyses for state implementation plan revisions

CURRENT TCEQ EMPLOYEES

This position is also available as a lateral transfer opportunity (LTO) to TCEQ employees within the Engineering Specialist VI state classification. The selected candidate must meet the minimum qualifications of the corresponding job in the Engineering Specialist VI series.

Work Schedule

Standard business hours are M-F, 8:00 a.m. - 5:00 p.m.

Individual and work group schedule determined by the TCEQ Air Quality Division.
