Introduction This is a position-specific recruitment for the Carroll County Assessments and Taxation Office.

The resulting eligible list will be used solely to fill vacancies at this location.

Main Street, Suite 229\nWestminster, Maryland 21157\n\n\n\n\n\n Main Purpose of Job An Assessor I, Real Property is the entry level of work performing real property assessments.

Employees learn to appraise residential real property at fair market value for use in the calculation of real property taxes.

Employees in this classification do not supervise.

*Property inspections are required in all weather conditions.

POSITION DUTIES Inspects residential real property and records technical details of property to update and maintain departmental property records following established guidelines as defined in the Maryland Assessments Procedures Manual.\n\nPrepares and conducts appeal hearings at the Supervisor, Property Tax Assessment Appeals Board and the Maryland Tax Court levels to defend the Department's estimate of value following procedures described in the Maryland Assessment Procedures Manual.\n\nRecords technical data into the Assessment Administrator & Valuation System (AAVS) to maintain and update departmental property records in accordance with Departmental procedures.\n\nAnalyzes existing market data and applies standard appraisal techniques to determine the value of land or buildings in accordance with the Annotated Code of Maryland Tax Property Article and the Maryland Assessments Procedures Manual.\n\nInterviews property owners by telephone and in person to gather and verify assessment related information following established procedures.\n\nInspect new residential construction and records technical details of property for the purpose of adding new improvements to the assessment rolls following established procedures.\n\nDetermines current and base full cash values for residential new construction following established procedures using the AAVS and other property valuation tools.\n\nProvides assessment related information to the general public to explain assessment valuation techniques, departmental and local office policies and legal mandates regarding property valuation.\n\n\n MINIMUM QUALIFICATIONS \n\nExperience:Four years of appraisal experience involving the valuation of real property.\ may substitute the possession of a Bachelor's degree from an accredited college or university for the required experience.\n\n\n DESIRED OR PREFERRED QUALIFICATIONS Relevant coursework in Math, Engineering, Business, or Real Estate.\n\n\n\nA license in one of the following: Real Estate Sales License, Real Estate Broker License, or Appraiser License.\n\n LIMITATIONS ON SELECTION Must be willing to work in Carroll County.\n LICENSES, REGISTRATIONS AND CERTIFICATIONS Employees in this classification may be assigned duties which require the operation of a motor vehicle.

Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.

\n SPECIAL REQUIREMENTS 1.

Employees in this classification may be required to have daily use of a motor vehicle while on official State business.

Standard mileage allowance will be paid for use of a privately owned vehicle.

\n2.

Upon appointment to positions, employees in this classificationthat possess a real estate broker or sales license, or a license to sell insurance, will be required to put the license in an 'Inactive' status.

\n3.

Employees in this classification are prohibited from participating in any outside activity, including private appraisals, which may be deemed a conflict of interest by the Director of the Department of Assessments and Taxation.
