General Description Are you looking for a full-time IT job that works less than 40 hours per week?

This is responsible professional and supervisory work in directing and administering the programs, operations, and functions of the Information Technology Project Portfolio Team.

This position serves as a high-level IT Project Manager for a wide variety of projects.

Under general direction, this position assumes primary responsibility for project management planning, selecting, installing, implementing, enhancing, and maintaining enterprise electronic business systems/solutions that support Citywide operations.

Additionally, this position tracks project expenditures; coordinates across the organization to ensure enterprise systems and needs are addressed in Citywide IT operations and projects; and contributes to and ensures alignment with the City's Information Technology Enterprise Architecture and Strategic Priorities for all assigned solutions.

This position reports to the IT Administrative, Finance and Project Portfolio Manager and will be assigned projects that may cross IT functional lines, serve multiple customer agencies, involve other jurisdictions or are highly sensitive or highly visible in nature.

Examples of Duties and Responsibilities Serve as Project Manager on complex enterprise-wide projects as well as lead other staff on specific tasks and components * Perform all phases of the project management and application life cycle management for enterprise Information Technology solutions and services; oversee planning, selecting, installing, testing, implementing, enhancing, and maintaining major computer systems and/or communication networks that affect Citywide operations.

* Analyze, evaluate and develop systems and procedures for Citywide technology implementations.

* Develop Citywide policies based on business needs and best practices.

* Conduct systems analysis and feasibility studies.

* Gather business requirements and evaluate investment strategies and ROI.

* Develop Request for Proposals, evaluation criteria, negotiate agreements, and all other selection functions for technology related products, systems, and services.

* Prepare and present technical reports and recommendations to technical and non-technical audiences.

* Manage multiple concurrent enterprise technology initiatives and motivate professional staff.

* Coordinate and supervise the work of teams comprised of individuals in a variety of work groups.

* Apply and enforce technology best practices and security compliances.

* Provide technical leadership and systems implementation to maximize City's technology investments.

Execute technical and business analysis to assess requirements and risks across multiple agencies.

* Develop and execute project plans, schedules, and status reports.

Work across agencies to ensure projects and service levels meet requirements; coordinate cross-agency impacts.

* Serve as an advisor for agency technology initiatives.

Serve as Leadworker for the Project Management Portfolio Team * Lead the Project Management Portfolio Team.

Establish work plan, timelines, and goals aligning with the IT Strategic Plan, Budget, Work Plan, and City initiatives.

* Provide guidance, opportunities, and motivation to develop and strengthen knowledge, skills, and competencies to improve team's capabilities.

* Establish and support best project management practices, in order to support team growth and success.

* Set effective long and short-term goals based on a good understanding of management practices.

* Establish realistic priorities within available resources.

* Assign decision-making and work functions to others in an appropriate manner to maximize organizational and individual effectiveness.

* Lead by example; demonstrate high ethical standards; remain visible and approachable and interact with others on a regular basis; promote a cooperative work environment, allowing others to learn from mistakes.

Departmental planning * Participate in Information Technology planning activities.

* Participate in the development and updating of Strategic IT Plans.

* Identify and articulate needs for common city processes and business functions.

* Work with city agencies and IT staff to better align IT planning with agency business needs.

* Proactively identify and propose ways for IT to serve as a change agent for the City.

* Assist with aligning IT efforts with City Performance Excellence needs.

* Keep current on IT industry and technology developments and trends.

* Maintain awareness of third-party software products.

Administrative * Participate in Racial Equity and Social Justice (RESJ) activities, both internal to IT and in city-wide initiatives.

* Identify training needs and participate in employee development planning.

* Prepare correspondence, reports and other materials.

* Participate in meetings.

* Attend training on Administrative Procedure Memorandum (APM) 3-5: Prohibited Harassment and/or Discrimination Policy, Implicit Bias, and RESJ topics as assigned.

Perform related duties as assigned.

Minimum Qualifications * Four (4) years of experience in applying the following: * Applicable professional/technical principles and practices including technical project management, application lifecycle management, and applicable industry applications/systems platform tools.

* Management of large-scale and/or enterprise-wide projects; AND * Certification in one of the following: * Program Management Professional (PgMP); OR * Portfolio Management Professional (PfMP) * OR- * Four (4) years of advanced-level professional experience comparable to that gained as an IT Specialist 2 with the City of Madison, including at least one (1) year in a technical or project leadership capacity.

* OR- * Two (2) years of advanced-level professional experience comparable to that gained as an IT Specialist 2 with the City of Madison, including at least one (1) year in a technical or project leadership capacity; AND * Associate's (or higher level) degree in Computer Science or a related field.

Other equivalent combinations of training and experience will be considered.

Special Requirements Ability to meet the transportation requirements of the position.

Physical Requirements: Work is primarily sedentary in nature and performed in an office environment.

Employees will be expected to use standard office equipment such as a telephone, computer, calculator, copier, and fax machine.

Employees may be expected to visit sites throughout the City in order to troubleshoot issues.
