COUNTY OF GREENE
POSITION: Deputy Controller / Director of Audit
DEPARTMENT: Controller's Office
SALARY: Based upon Experience
MGT Pay Grade - Exempt
HOURS: 8:30 am to 4:30 pm
Monday - Friday
1 Hour Unpaid Lunch
35 Hours per Week
BENEFITS: Health, Vision, Dental - First of month following date of hire
All other benefits - After 90 Day Probationary Period
OVERALL OBJECTIVE OF THE JOB:
To conduct audits of County offices and agencies, and to make recommendations based on audit results; also acts as liaison between County Controller's office and external auditors.
ESSENTIAL FUNCTIONS OF THE JOB:
1. In the absence of the elected Controller perform her/his duties as specified in sections 1702 - 1706 of the PA county code
2. Review all audits conducted within the Controller's Office
3. Perform duties of System Administrator of Micro Information Products, the County's financial software.IE creates codes, sets up individual organizations in MIP
4. Compile the Comprehensive Annual Financial Report, which upon audit becomes the County's Annual Financial Statements
5. File copies of the CAFR with the Court of Common Pleas of Greene County, The Department of Community and Economic Development, and U.S. Census Bureau
6. Perform audits of selected Human Services and Children & Youth Services grant programs
7. Audit selected County Funded departments
8. Assist departments without staff accountants with compilation and review of grant paperwork
9. Audit and recalculate retirements
10. Retirement Cost to Market
11. Completes state reports as needed. I.E. 536 Department of Transportation Farmland Preservation certification report
12. Ability to Learn and implement new GASB
OTHER DUTIES OF THE JOB:
1. Supervises accounting staff in absence of the Controller
2. Covers for staff in their absence and assists when needed
3. Ability to Audit all aspects of Payroll
4. Other duties as assigned
SUPERVISION RECEIVED:
Receives assignments from the Controller and occasional instruction and some supervision from the Deputy Controller in regard to daily work duties.
SUPERVISION GIVEN:
Directs clerical staff and interns in preparation of audit reports. Oversees work of clerical staff in absence of the Controller.
WORKING CONDITIONS:
Works indoors in adequate work space, temperatures, ventilation and lighting.
Works with average indoor exposure to noise, stress and disruptions.
Normal indoor exposure to dust/dirt.
Travels occasionally, to various agencies and offices to conduct audits.
PHYSICAL AND MENTAL REQUIREMENTS;
1. Must possess ability to record, convey and present information, explain procedures and
follow instructions.
2. Must be able to sit for long periods throughout the workday, with intermittent periods of
standing, walking, bending, twisting and reaching necessary to carry out job duties.
3. Medium work with occasional lifting/carrying of objects.
4. Sedentary work, with occasional from coordination movements of fingers/hands to simple
movements of feet/legs; torso necessary to carry out job duties.
5. Must be in good general health and demonstrate emotional stability.
6. Must be able to cope with the physical and mental stress of the position.
7. Must be able to pay close attention to details, coordinate efficiently and concentrate on
work.
QUALIFICATIONS:
EDUCATION/TRAINING:
Bachelor's degree in Accounting, CPA or willing to attain
WORK EXPERIENCE:
2-4 years working experience in government, finance or accounting
KNOWLEDGE, SKILLS AND ABILITIES REQUIRED:
1. Must be able to speak and understand the English language and to follow oral and written instructions
2. Must possess effective oral and written communication skills
3. Must possess initiative and problem-solving skills
4. Must possess ability to function independently, yet work effectively with clients, co workers and others
5. Must possess ability to maintain confidentiality in regard to county, employee and client information and records
6. Must possess the technical knowledge of operating personal computers and other office equipment
7. Must possess a valid Driver's License and a willingness to travel as needed
8. Must possess knowledge of commonly accepted accounting principles and procedures
9. Must possess ability to assemble, analyze and prepare reports and statements of financial data
10. Must possess ability to apply and adapt established accounting methods to a variety of accounting transactions and situations within the County
11. -Must possess ability to analyze and interpret accounting records, and to research issues in question
