The Virginia Alcoholic Beverage Control Authority is seeking an experienced and strategic leader to serve as Director of Internal Audit. This position independently directs the Internal Audit Division.
The Director of Internal Audit is responsible for division-wide audit planning, risk assessments and the implementation of the annual audit and IT audit work plan. This position provides leadership and oversight for financial, operational, retail and investigative reviews, ensuring a strong internal control environment across the authority.
This role also supports the Office of Information Security by working with ABC's Information Technology Services and business system owners to ensure the company has effective governance, risk, and compliance tools and controls to protect its information systems and data.
Areas of Responsibility
Development and implementation of annual audit plan and risk assessment
Supervising team conducting distillery store audits and developing Distillery Store Manual
Fraud, waste and abuse investigations
Payment Card Industry Data Services Standard (PCI-DSS) annual assessment
Assessing and testing internal controls
Implement risk-based information security programs and policies
Small Purchase Charge Card audits and continuous monitoring program performance management (required for employees who supervise others)
Maintain Board and CEO awareness of organizational risk and mitigation efforts
Minimum Qualifications
CIA/CPA/CFE or CISA certification required
Graduation from an accredited college or university with major studies in business, accounting, or related field
Professional and management experience gained in a large organization or agency in planning, directing, and implementing a comprehensive internal audit program involving information systems, financial systems and diversified operations
Comprehensive knowledge of and ability to apply IIA Standards and Generally Accepted Auditing Standards (GAGAS) over a wide range of Authority organizational and operational issues
Working knowledge of the Association of Certified Fraud Examiners (ACFE) Code of Professional Standards
Thorough knowledge of the Committee of Sponsoring Organizations of the Treadway Commission's (COSO) Enterprise Risk Management Integrated Framework and COSO's Internal Control Integrated Framework
Strong business background with management and leadership competencies
Strongly developed sense of auditor judgement based on experience in the field
Significant skills pertaining to audits, risk assessment, policy development, internal control objectives, and investigation techniques
Preferred Qualifications
Prior experience or familiarity with National Institute of Standards and Technology (NIST) Cyber Security Framework
Experience in auditing a variety of work units that are diverse in their operations and geographic locations
Work with retail or production units
