The Director of the Solid Waste and Recycling Department shall be appointed for an indefinite term by the Board of Selectmen and shall report directly to the First Selectman. The Director of the Solid Waste and Recycling Department shall administer the Town's recycling program and coordinate the program with private trash haulers and recycling centers in a manner consistent with state and federal regulations. In addition, the Director of the Solid Waste and Recycling Department shall provide recycling education for residents and school children through appropriate media and through schools.
Coordinate the recycling efforts of businesses, departments and enforce the Town’s Solid Waste and Recycling regulations pertaining to recycling and refuse.
Investigate residential, commercial and hauler complaints for improper storage and disposal
Inspect haulers for proper licensing and spot check haulers at the Transfer Station and points of origin
Visit commercial businesses to ensure proper recycling of material
Assist with the overall Solid Waste Program and
Ensure compliance with applicable laws, regulations, policies and/or contractual agreements
Develop and implement recycling and waste reduction programs
Monitor the progress of recycling programs and making necessary adjustments
Coordinate with various departments and external agencies to ensure efficient execution of recycling plans
Educate staff, clients, or the public about the importance of waste reduction and recycling
Conduct audits to assess the success of recycling initiatives
Ensure compliance with local, state, and federal regulations regarding waste management and recycling
Research and remain updated about new recycling technologies and methodologies
Prepare reports detailing recycling efforts, progress, and effectiveness
Coordinating waste disposal and recycling pickup schedules
Procure necessary recycling equipment and materials
Promote recycling and waste reduction through various channels like seminars, workshops, and informational materials
Develop and implement effective recycling programs within the organization
Coordinate with waste disposal and recycling companies
Analyze and report on the effectiveness of recycling programs
Identify areas for improvement in recycling operations
Promote environmental sustainability within the organization
Participate in community and educational outreach program
Other duties as required
Qualifications
Qualifications/Skills/Knowledge
Graduation from an accredited college or university with a Bachelor’s Degree in Business, Public Administration, Environmental Sciences, Engineering preferred with a minimum of five years related experience of progressively responsible managerial, supervisory, administrative experience OR any combination of education and experience that provides equivalent knowledge, skills, and abilities
Team player with proven team leadership and relationship skills
Ability to perform successfully in a fast paced, rapidly changing environment and manage multiple priorities and assignments concurrently
Ability to perform in a courteous and professional manner at all time
Ability to express oneself succinctly and professionally, both orally and in writing
Ability to effectively supervise staff
Have a strong commitment to environmental sustainability
Knowledgeable about effective recycling techniques and strategies.
