Job description
Oxfam in OPT has around 70 staff members working from offices in Jerusalem, Ramallah and Gaza. Oxfam’s programmes across OPT focus on three pillars: Humanitarian, Economic Justice and Gender Justice. Implementation is done in collaboration with and support of local partner organisations and local authorities. In the West Bank, Oxfam’s team consists of strong Economic and Gender Justice experts leading efforts to increase resilience, income and empowerment of communities, and supporting humanitarian interventions.
Under the overall guidance of the Economic Justice MEAL Specialist, the MEAL assistant will be supporting the monitoring and evaluation function of the Economic Justice and Humanitarian Programmes, ensuring that the Programmes in the West Bank maintain their strategic vision and that activities result in the achievement of intended outputs in a cost-effective and timely manner. The Economic Justice Programme in Oxfam OPT has an overall aim to increase the resilience and income of women and men engaged in small-scale agriculture in vulnerable communities through improved agricultural and market systems in the West Bank. The team also aims at strengthening the capacities of local partners and relevant sector representative organizations, securing and enhancing livelihoods, promote gender justice and women and youth economic empowerment, while incorporating and fostering learning and innovation. The humanitarian projects in the West Bank respond to the most urgent humanitarian needs whilst also emphasising recovery activities, thereby closely collaborating and connecting with the Economic Justice Programme.

Key responsibilities
Under the supervision of the EJ MEAL Specialist, the job holder will provide support to Economic Justice and humanitarian projects on implementing MEAL plans in the West Bank
Participate in implementing the Economic Justice result-based MEAL plan and humanitarian project MEAL plans to generate regular information related to the progress of projects implementation.
Assist in tracking the projects’ output and outcome level results on the periodic basis in close coordination with the projects implementing teams as well as with Implementing Partners.
Support the MEAL in providing technical support to staff members for all MEAL related activities, particularly on funding proposals and reporting
Support data collection, verification and compilation from the field as stipulated in projects MEAL plans.
Assist the MEAL Specialist to build the capacities of the implementing partners for enhancing skills and knowledge for proper and quality data collection and reporting.
Support the MEAL Specialist to ensure that reports from partners/consultants are complete and meet the Oxfam’s standards and quality requirements.
Work with the project teams to prepare project-periodic reports by providing MEAL related information.
Work closely with project teams and relevant stakeholders for monitoring and evaluation of projects interventions.
Support the continuous monitoring, review and evaluation of projects activities and carry out field visits and spot checks to ensure the proper implementation of activities and to conduct qualitative and quantitative checks to obtain feedback.
Carry out other duties and responsibilities related to MEAL as assigned by EJ MEAL specialist

Essential Technical Competencies
Bachelor’s degree in the field of Statistics, Economics, Management or Business Administration.
Excellent command of office software, such as word processors, spreadsheets, databases and ability to use statistical programs.
Minimum of 1+ years’ experience, preferably in an international or local NGO, in similar role/with similar responsibilities.
Experience in or desire to learn MEAL processes
Understanding of monitoring and evaluation experience, specifically in the humanitarian and development context.
Experience in data collection; relative database management, database development and applications.
Excellent communication capacity and proactive approach to building relationships with key external /internal contacts.
Experience developing tools and systems for, and building capacity of others in skills related to, program tracking and documentation.
Knowledge of monitoring and evaluation methodologies, including logical models, conceptual frameworks, and assessment/evaluation.
Intermediate level in written and spoken English.
Ability to present complex information in a succinct, precise and digestible form.
Capacity to work sensitively and in a participatory manner with diverse actors.
Competent to work with significant levels of autonomy and authority.
Ability to manage complex workload and meet deadlines.

Oxfam Novib is committed to offer you a motivating work environment at our offices. The contract duration for this position is until 12 months, (including a 3-months trial period), with the possibility to extend based on the need and budget availability.
Oxfam Novib offers an attractive and honest benefits package, including a transportation allowance and yearly pay increase based on our policies.
The salary range for this position is set in scale E1 with a salary range starting from 8144.16 ILS gross depending on experience, based on 40 hours a week (full time).
