The ideal candidate for this position will be responsible for providing the overall engineering execution leadership on medium sized projects or for a specific area on a large / mega project. This position has the responsibility and accountability for the performance of the engineering team and the successful execution of all engineering work on the project. This position also leads and guides the development and implementation of the execution strategy and oversees development and enforcement of engineering budget, schedule, and quality. This role also has the responsibility to promote Fluor’s competitiveness within the global marketplace by delivering quality services of unmatched value and technical competence.

• Has overall/area responsibility and accountability for the performance of the engineering team, and the engineering execution and delivery as per the project baseline. This position performs Engineering Management responsibilities on a small to medium low to moderate risk EPFC/CM project (as defined by the Business Line) or services project or on an assigned segment of a larger project, including coordination of design activities.

• Manage the interfaces between the engineering disciplines, by understanding the discipline work processes and looking ahead to identify critical busts and / or activities that need to be completed to support the execution strategy.

• Set a positive project culture in conjunction with the Project Manager and Project Director.

• Lead development of Engineering component of overall project Scope of Services, Scope of Facilities, and other project baseline documents for all phases of projects.

• Lead/support the development of the Project Execution Strategy for all engineering functions.

• Other duties as assigned.• Accredited four (4) year degree or global equivalent in engineering field of study and sixteen (16) years of work-related experience; a recognized professional certification or registration in the applicable field, if required; some locations may have additional or different qualifications to comply with local requirements.

OR

• Accredited two (2) year degree or global equivalent in applicable field of study and eighteen (18) years of work-related experience or a combination of education and directly related experience equal to twenty (20) years if non-degreed; some locations may have additional or different qualifications to comply with local requirements.

• Ability to communicate effectively with audiences that include but are not limited to management, coworkers, clients, vendors, contractors, and other stakeholders.

• Held positions as Project Engineering Lead on FEED and Detail Design Projects.

• Professional registration and active participation in technical society.Background in engineering. Experience in construction management. Familiarity with the systems, processes, and standards used in nuclear or government regulated facilities. Ability to interpret and coordinate design documents. Ability to resolve interface issues across project phases. Strong negotiation skills to facilitate discussions between technical and stakeholders. Familiarity with regulatory frameworks and how interfaces impact compliance.Required to provide U.S. citizenship proof.

• Verify with leadership that project requirements for Baseline Centric Execution, safety, quality, cost, and productivity are met in all locations managed by Fluor where work is being performed.

• Establish and maintain effective client relations that result in active cooperation, prompt payment, and stimulate the desire to award follow-on work

• Collaborate with leadership in the establishment and definition of the project organization, defining the project staffing requirements coordinating staffing with supporting organization managers

• Participate in the accurate, comprehensive, and timely project reporting, including completion of the final close-out report, and in project review.

• Collaborate with Project Controls in the establishment, maintenance, and management of a fully documented change control system that tracks all changes to the contract and project baseline requirements or conditions

• Support the establishment of an efficient and cost-effective project environment

• Participate in the management and control the project’s cost and schedule by ensuring that effective project controls are in place and functioning properly, including establishment of a project structure (work breakdown structure/network/network activity), a quantitative approach to planning, reporting, and control, and a change management system

• Execute the work in accordance with the quality standards and requirements specified for the project, including the preparation of and compliance with project-specific activity plans and ensuring project audits/assessments are conducted per plan

• Ensure effective and timely coordination between design, procurement, material management, and construction teams for integration of technical content and schedule requirements

• Ensure timely preparation and issuance of project deliverables, design documents, and bid packages in correct quality and according to project schedule to support project execution activities

• Lead the implementation of an effective design coordination with licensors, vendors, and subcontractors to ensure proper and complete integration within the project plans

• Support the implementation of automated work processes and tools on the project to the fullest extent practical, consistent with adding value

• Keep supervisor and senior operations management fully informed on project status, including client relations, project cost and schedule, changes in risk assessment, anticipated changes in project financial performance, and any other major concerns

• Typically manage personnel and provide an environment for the development and professional advancement of staff members, including on-the-job and formal training and development opportunities, and timely performance feedback
