RESPONSIBILITIES & ACCOUNTABILITY

Collaborate with the Project Controls Manager or delegate to define an appropriate Work Breakdown Structure (WBS) that aligns with customer and project requirements.

Develop the Estimate Plan to outline the estimating methodology and cost principles applicable to estimate preparation.

Review design scope criteria and quantities for completeness and accuracy; coordinate with the project team to establish additional estimating bases when information is incomplete.

Oversee the collection, verification, and integration of work scope into cost estimates, including labor rate derivation, installation rates, productivity analysis, and associated engineering and construction costs.

Analyze and compare scope, quantities, and cost data across projects. Conduct benchmarking by validating previous estimates, final costs, and vendor pricing against high-level norms and industry standards.

Create escalation models as required and support the development of owner’s cost.

Identify risk areas during the preparation of cost estimates and assess appropriate contingency levels. When needed, conduct Monte Carlo simulations or similar risk analyses to determine estimate accuracy and contingency.

Ensure the accuracy and quality of cost estimates in line with WorleyParsons' cost estimating review procedures at various project phases. All estimates must undergo review by the Lead Estimator or designated reviewer.

Prepare and deliver cost estimate information to internal and external stakeholders. This may involve developing a Basis of Cost Estimate report.

Provide guidance and support to planning personnel in integrating individual schedules into the overall project plan.

Contribute to the development of estimating standards and procedures. Maintain and update estimating and historical cost data.

Assist in providing cost estimating input to specific studies, including identifying total work scope, evaluating results and critical paths, and offering recommendations for project team discussion.

Review or support the review of scheduling, cost engineering, and material control aspects of proposals; develop data to support contract negotiations. Support the establishment of pricing structures for estimate components.

Identify cost control requirements aligned with project objectives, contracts, and procedures.

Prepare cost trend estimates to support project cost trend analysis programs.

Offer on-the-job mentoring to other Estimators to support skill development in specific processes and practices.

Quality Assurance

Ensure adherence to the Quality Assurance system applicable to the relevant Business Unit.

Safety

Take responsibility for personal safety and contribute to a safe working environment by understanding and following all OH&S procedures.

Experience in various areas of estimating, including offshore projects, with familiarity in offshore construction.

Prior experience in schedule development, cost control, and cost analysis is preferred but not required.

Strong team collaboration skills are essential.

Excellent presentation abilities, with effective oral and written communication skills.

Proficient in Microsoft Office (2000 or later) and third-party software tools related to cost estimating, scheduling, and cost control, such as @Risk, Primavera, Microsoft Project, etc.

Demonstrated ability to plan, organize, lead, execute, review, and present cost estimating information independently with minimal supervision. Requires strong professional judgment and knowledge of technical engineering design and construction practices.
