Overview

The Program Manager will be responsible for overseeing the day-to-day operations, development, and implementation of programs designed to support unhoused women and families. This individual will collaborate with a range of community partners, stakeholders, and internal teams to ensure the delivery of services that are impactful, compassionate, and equitable. The Program Manager will lead efforts to assess needs, create and execute program strategies, and monitor outcomes. The position requires a strong commitment to supporting unhoused individuals, ensuring their dignity, safety, and access to essential services.

Key Role Responsibilities

Oversee the planning, execution, and management of programs aimed at providing housing solutions, resources, and support services to unhoused women and families.

Work closely with external partners, including shelters, government agencies, and social service organizations, to ensure comprehensive service delivery.

Manage a team of case managers, volunteers, and other staff, ensuring consistent support and guidance to meet the needs of program participants.

Manage program budgets, ensuring efficient use of resources and compliance with funding requirements.

Develop and implement strategies to advocate for policies that address systemic issues affecting unhoused women and families.

Monitor program performance through regular reporting, including tracking key metrics related to client success, resource utilization, and overall program impact.

Cultivate relationships with donors, volunteers, and community organizations to ensure the sustainability and growth of the program.

Effectively track and support new client referrals to the program; assist Property Management with facilitating lease-ups.

Collaborate with Property Management and building ownership to address tenancy-related matters that threaten housing stability.

Complete and monitor the timely submission of client bio-psychosocial assessments, service plans, and progress notes.

Ensure accurate and timely submission of all program reports and deliverables in accordance with agency and Department of Human Services' expectations.

Ensure all unusual and critical incidents are appropriately reported to the Director of Permanent Housing and documented according to contract standards; participate in follow-up corrective action planning when necessary.

Develop and assist with facilitating monthly programming for program residents, including community groups and engagement activities.

Participate in monthly Program Monitoring meetings with the assigned Department of Human Services Program Monitor and ensure the accurate and timely submission of the monthly PSH monitoring report.

Maintain availability to respond to evening and weekend emergencies appropriately.

Establish appropriate boundaries among residents, ownership staff, and property management to ensure the supportive services team first identifies client needs. Key Organizational Responsibilities

Staff classified as essential personnel are expected to fulfill their responsibilities onsite, regardless of weather, emergencies, or other conditions, unless otherwise directed by leadership.

Performs other duties as assigned on an as-needed basis Knowledge, Experience and Skills

Required Qualifications:

Bachelor's Degree in a human services discipline including psychology, social work, counseling or another related field. Preferred Qualifications:

Master's degree in a human services discipline, including psychology, social work, counseling, or another related field.

At least 2 years of relevant experience focusing on one of the following areas: mental health, physical health, addictions, aging, and/or trauma.

Preferred licensure in a relevant discipline: LGSW, LGPC, LPC, CAC. Skills and Competencies:

Experience working with vulnerable populations and the related issues of addiction and mental illness strongly preferred.

Familiarity with DC's Homeless Management Information System (HMIS)

Knowledge of issues facing homeless or otherwise vulnerable populations

Values commensurate with a community committed to providing inclusive services without regard to race, religion, physical or mental ability, sexual orientation, or gender identity

Experience with, or capacity to learn, data visualization techniques and software.

Strong cultural competence, including excellent interactions and communication ability with a diverse population.

Mature abilities in developing interpersonal relations, communication, problem-solving, and conflict resolution.

Ability to multi-task with strong organizational skills.

Knowledge of Microsoft Word and Excel and the ability to learn a database system.

Ability to work independently.

Possess crisis management skills.

Excellent written and verbal communication.
