Job Summary
Under general supervision of the Education Director, this position manages operations, programs and services provided by the Dr. Fernando Escalante Community Library and Resource Center. The Community Library & Resource Center program develops, protects supports and advances the cultural, historical, religious, customs, traditions and language of the Pascua Yaqui Tribe and meets the literacy and cultural resource needs of the Pascua Yaqui communities by providing general reading/audiovisual material; tribal research; curriculum; historical documents/photos and other Pascua Yaqui cultural resources.
Principle Duties and Responsibilities
Manages and supervises the day-to-day operation of the programs within the Dr. Fernando Escalante Community Library and Resource Center unit, including but not limited to program development, financial administration, budget management, grant writing,staff development, and payroll/time-keeping
Supervises assigned staff, including but not limited to professional development, training, conducting employee performance evaluations and disciplinary actions
Actively searches for new funding opportunities to extend CLRC reach and impact
Develops and maintains effective policies and procedures within the department
Ensures that CLRC is meeting specific performance measures, and grant reporting requirements
Ability to plan, develop and manage new and existing projects in collaboration with tribal departments and community partners Submits programmatic and budgetary reports to the Education Director as requested
Leads the collaboration with other departments within the division to plan and coordinate division-wide activities
Monitors and evaluates program effectiveness including compliance with grant funding source regulations
Helps establish and maintain a high customer service performance standard
Ensures the Community Library and Resource Center program is offering effective services are as outlined in tribal/grant funded program policies and procedures.
Works with tribal departments and other agencies to ensure cultural competency in program development
Performs other related duties as assigned.
Required Knowledge, Skills, and Abilities
Knowledge of:
Yaqui history, cultural practices, religious, ceremonial beliefs or a willingness to learn
Cultural Resources/Intellectual Protection Laws; (NAGPRA, ARPA, SHPO, NEPA, etc)
Pascua Yaqui tribal communities
Report/Grant writing techniques.
Principles of Tribal Community Library Management.
Principles of Cultural Anthropology and Archeology Collection and Preservation best practices.
Public relations principles and practices.
Supervisory and budget management principles and practices.
Tribal, State and Federal laws as it relates to library resource programs.
Yaqui community and tribal government?s cultural protocols.
Skills in:
Spanish and English
Records management of educational, library and resource center activities.
Training and supervision of subordinates.
Delegating assignments and coordinating activities.
Public speaking and public relations.
Writing reports and evaluations
Grant writing
Program development and evaluation

In effective communication and developing work relationships with other library and cultural resource center programs, with a concentration on Native American studies.

Communicate, promote, support or advocate the cultural or language issues that affect the Yaqui Tribe.

Education, Certifications and Experience Required
Bachelor's degree; and five (3) years of supervisory experience or program management; knowledge of Yaqui history, governments, and cultural practices; knowledge of the principles of cultural resource/intellectual protection or, an equivalent combination of education and experience sufficient to successfully perform the essential duties of the job such as those listed above.
AND
Must have a valid Arizona Driver's License.
Must provide at least three (3) business-related reference letters.
Must successfully complete a background check, fingerprinting and drug testing.
