Infrastructure Maintenance Supervisor

GENERAL DESCRIPTION:

The Infrastructure Maintenance Supervisor oversees the upkeep and efficiency of the City’s physical infrastructure. The incumbent is responsible for developing and implementing maintenance plans, managing budgets, supervising a team, and ensuring regulatory compliance. This role also involves identifying and resolving infrastructure issues, monitoring equipment, and managing relationships with contractors and service providers.

DUTIES AND RESPONSIBILITIES:

• Develops, regularly updates, and implements a comprehensive infrastructure maintenance plan that preserves or enhances the safety, functionality, longevity, and/or appearance of infrastructure owned or operated by the City.

• Supervises staff within the Infrastructure Division; plans and organizes workloads and staff assignments; reviews progress and directs changes as warranted; conducts performance evaluations for assigned staff.

• Manage the City’s response to severe weather events including snow and ice, rain, flooding, and high winds. Serve in the role as First Responder during any emergency event.

• Effectively communicates with external stakeholders in ways that reflect well upon the City; communicates in ways that are accurate, professional, and customer service centric; as needed, provides reliable and concise written and oral reports; make recommendations involving areas of responsibility.

• Operate heavy equipment, hand and power tools; loader/backhoe, dump truck, paint striper, concrete saw, chain saw, snowplow, and salt spreader.

• Fulfills obligations, and assignments within reasonable timelines; communicates project and assignment status and schedules regularly with the Director of Public Works.

• Manage activities within appropriate budget levels; attentive to budget performance throughout the year and notify the Director of Public Works promptly should unanticipated budget issues arise.

• Conduct and oversee minor maintenance and repairs of City facilities, utilizing various hand tools, painting, plumbing, flooring, drywall, electric, etc.

• Ensure City streets, curbs, aprons, traffic, and street signs are properly maintained; reporting and addressing any visible hazards.

• Work closely with other departments to build, renovate, repair, replace infrastructure concerns such as PVC pipes, playground concerns, stump removal, traffic sign install, fence repair, trail clearing, asphalt, concrete and other ground, building or infrastructure maintenance.

• Perform daily walk around inspections of equipment and report all concerns or issues; Ensures proper care in the use and maintenance of equipment and supplies; promotes continuous improvement of workplace safety and environmental practices.

• Other job duties as assigned.

Qualifications

MINIMUM EDUATION AND EXPERIENCE:

• English language fluency, orally and in writing.

• Any combination of education and experience equivalent to graduation from high school or GED and post-secondary coursework or trade in logistics, infrastructure maintenance, engineering, or a related field that is equivalent to two (2) years of experience directly related to the duties and responsibilities specified.

• Two (2) years supervising, coaching, and motivating assigned staff.

• Ability to utilize a basic computer and data entry; must be able to read, write, and send emails.

• Excellent verbal and written communication and interpersonal skills to build and maintain relationships.

PHYSICAL DEMANDS:

Physical demands refer to the requirements for physical exertion and coordination of limb and body movement.

Performs light to heavy work. Requires strenuous physical work; heavy lifting, pushing, or pulling may be required of objects over 50 pounds. Specific vision abilities required by this job includes close vision, distance vision, color vision, peripheral vision, depth perception, and the ability to adjust focus.

UNAVOIDABLE HAZARDS (Work Environment):

Unavoidable hazards refer to job conditions that may lead to injury or health hazards even though precautions have been taken.

Work assignments are performed primarily outdoors, where the employee may be exposed to unusual elements, such as moving machinery, extreme temperatures, and toxic chemicals, biohazardous materials, dirt, dust, debris, smoke, fumes and/or loud noises. Occasionally required to sit; climb or balance, talk or hear; and occasionally required to stoop, kneel, crouch, or crawl.

SPECIAL CERTIFICATIONS AND LICENSES:

• Class A or B Commercial Driving License required

• Heavy Equipment Certification (preferred, but not required)

• OSHA Training (a plus)
