The Historic Tax Credit Reviewer provides historic preservation expertise while assisting in coordinating the State Historic Tax Credit Program in partnership with IEDA and other SHPO staff. This position acts as a first point of contact for the State and Federal Historic Tax Credit Programs in alignment with the Secretary of Interior Standards and National Park Service program requirements.
Duties:
Acts as a Historic Preservation Specialist representing the SHPO and IEDA and the federally funded programs that require such review and compliance.
Makes tax credit -application decisions for historic rehabilitation projects based upon conformance with The Secretary of the Interior's Standards for Rehabilitation and the regulations and other guidance for the Federal Historic Preservation Tax Incentives Program.
Completes time sensitive professional design reviews of proposed and completed tax incentive projects. Researches and analyzes the significance of complex and diverse cultural resources, including buildings of many architectural styles and periods, and determines their historic significance and character-defining features, if they contribute to the significance of historic districts, and whether they meet the criteria for inclusion in the National Register. Processes all related paperwork as required.
Conducts independent research into specific problems, techniques or concepts related to historic rehabilitation, code requirements and materials conservation, and applies expertise to address technical assistance needs and to solve critical problems from the stakeholders and technical preservation experts to solve issues and address needs.
Communicates verbally and in writing with program applicants and stakeholders providing technical assistance related to the tax incentives program, historic rehabilitation guidance, and technical preservation topics.
Serves as liaison with National Park Service to coordinate on program reviews and ensure consistent interpretation of program policy and standards. Makes presentations on the tax incentives programs, historic rehabilitation issues, and technical preservation topics.
The ideal candidate will:
Have experience working with architectural plans, Secretary of the Interior's Standards for the Treatment of Historic Properties, and National Register of Historic Places. Alternatively, the candidate could have experience with Section 106 of the National Historic Preservation Act and reconnaissance and intensive architectural history surveys;

The Historic Tax Credit Reviewer position is a non-merit, non-contract covered position that is classified by the State of Iowa as a Historic Program Specialist. This position is exempt (salaried) per FLSA regulations.

Minimum Qualification Requirements
Applicants must meet at least one of the following minimum requirements to qualify for positions in this
job classification:
1) Graduation from an accredited four-year college or university with a degree in history, anthropology, archeology, architecture, curatorial/museum management, literature, English, art, natural history, architectural history, library science, or historic preservation, and experience equal to one year of full-time work in professional research, museum, education, editing, or other experience associated with history, anthropology, archaeology, architecture, architectural history, art, museums, historic sites, or historic preservation.
2) A total of five years of education and/or full-time experience (as described in number one), where thirty semester hours of accredited college or university coursework in history, anthropology, archeology, architecture, curatorial/museum management, literature, English, art, natural history, architectural history, library science, or historic preservation equals one year of full-time experience.
