Job Information

Open to the general public and any current Municipal employee.

This is a non-represented position (no union affiliation) and is subject to the provisions of the Personnel Rules of the Municipality of Anchorage.

DEPARTMENT: Public Transportation

HOURS OF WORK: Monday through Friday; 8:00 AM to 5:00 PM (Start and end times are negotiable).

LOCATION: 3600 Dr. MLK Jr. Ave

Example of Duties

Under direction of the Executive Director, performs advanced professional long- and short-range planning services, supervises and is held accountable for the activities of the Planning, Marketing and RideShare divisions of professional and technical subordinates within the Public Transportation Department (PTD). Responsible for selection, evaluation, promotion and/or discipline of staff in Transit Planning and overseeing the staff support provided for the Public Transportation Advisory Board. This position develops, implements, and manages the programs, projects, and activities of the Planning, Marketing, and RideShare divisions. Responsible for development and administration of an annual marketing plan, manages media relations and outreach efforts, and participates in emergency management activities. Responsible for leading or coordinating the strategic planning functions of the divisions by establishing organizational goals, managing divisional budgets, and directing all assigned personnel. Provides oversight and direction for the RideShare and Marketing Transfer of Responsibility Agreement (TORA) and grant agreement and operating budget. Prepares annual work programs, manages fixed route bus scheduling, and run cutting efforts, oversees the development and implementation of the short-range transit plan, manages all data collection and analysis, and effectively encourages public participation in the planning process. Coordinates with other municipal departments, state, and federal agencies and with the Anchorage Metropolitan Planning Organization. Other related duties as assigned.

Minimum Qualifications / Substitutions / Preferences

High school diploma, GED, or equivalent and nine (9) years of professional urban planning experience, which includes one (1) year in a supervisory position.

OR

Associate’s degree in Urban Planning, Regional Planning, Landscape Architecture or a related discipline and seven (7) years of professional urban planning experience, which includes one (1) year in a supervisory position.

OR

Bachelor’s degree in Urban Planning, Regional Planning, Landscape Architecture or a related discipline and five (5) years of professional urban planning experience, which includes one (1) year in a supervisory position.

All applicants must possess and/or obtain:

· Valid State of Alaska Driver’s License at time of hire.

· Satisfactory background check which includes criminal, education, and employment history at time of hire.

Military Service Interview Preference

Veterans who wish to be considered for interview preference, as permitted in Municipal Personnel Rules 3.30.031 D, must attach to the application a copy of their DD Form 214, DD Form 256, NGB Form 22, or a letter from the US Department of Veterans Affairs, recognizing the person as a veteran. Proof of current service can be shown by submission of a statement of service which, at a minimum, shows the full name, date of birth, Social Security Number, date service began, branch of service, rank, name of command providing the information, and unit of assignment. The statement of service must be on a form or letterhead of the individual’s command organization, and shows the name, signature, title, and contact information of the signer providing the statement of service. The minimum qualifications of the position must be met for preference consideration.
