POSITION SUMMARY:

The IT Manager leads the library districts Information Technology operations, combining strategic planning with hands-on management of systems and support. This role is responsible for managing daily operations, implementing technology projects, and ensuring the maintenance and security of all IT infrastructures and systems including computers, networks, ILS software, VoIP, and internet access. The IT Manager also develops the technology budget, monitors expenses, and administers annual E-Rate funding.

ESSENTIAL FUNCTIONS:

Hardware and Software Management:

Install, configure, maintain, and repair all computer-related hardware and software

Install and manage network operating systems, DNS servers, DHCP servers, switches, firewalls, and web servers

Set up and maintain user accounts, security levels, and file access rights

Monitor and optimize network performance, installing updates and patches as needed

Troubleshoot and repair hardware issues and work with vendors for external repairs and maintenance of alarm systems, door access systems, HVAC controls, and AV systems

Deploy and manage new software, ensuring staff training for effective use

Serve as the Districts Microsoft SharePoint administrator

Network and Security:

Troubleshoot network, operating system, and security issues

Implement and maintain network security policies and monitor content filtering on firewalls

Set up and manage Microsoft accounts and groups for staff

Budgeting and Procurement:

Advise the Director on technology-related needs and recommend purchases

Coordinate authorized purchases of hardware and software and prepare annual budget recommendations

Monitor and approve technology-related expenditures and invoices

Staff Training:

Support supervisors in training staff in library technology

Provide training on Microsoft Office 365, voicemail setup, printing, software error resolution, and other relevant technologies

Public Service:

Assist patrons with public access computers, login issues, and printing issues

Respond to technology-related suggestions from patrons

Assist in the development and maintenance of the district website

Meetings and Collaboration:

Participate in the librarys Management Team and chair the Technology Committee

Attend staff meetings to discuss and resolve IT-related issues

Collaborate with other libraries to share resources and facilitate reciprocation

Administrative Duties:

Recommend technology products for public circulation and technology books for staff and public use

Prepare monthly IT Department reports for the Board of Trustees

Work with administrative staff to provide data for operational planning, budgeting, and statistical analysis

Annually apply for E-Rate funding and manage all related forms and paperwork

Seek and apply for technology grants under the Directors guidance, maintaining all required documentation

ADDITIONAL functions:

Continuing Education and Research

o Stay updated on technology trends to plan future purchases and acquisitions

o Keep abreast of library technology issues[VV1][LR2] and communicate effectively with staff

o Research methods to improve service for patrons and staff using technology

o Attend workshops, continuing education opportunities, and conferences related to IT, libraries, and management

PHYSICAL REQUIREMENTS INCLUDE, BUT MAY NOT BE LIMITED TO:

o Ability to accurately read small letters and numbers rapidly

o Ability to perform repetitive hand/wrist/arm movements for extended durations including grasping/gripping, pressing, keyboarding

o Ability to sit for extended durations; climbing/descending stairs/step stools may be necessary

o Frequent to continuous lifting and handling of objects weighing:

1 to 15 pounds, frequently

16 to 40 pounds, occasionally

40 or 50+ pounds, rarely

o Pushing/pulling of equipment such as server installation and equipment installation

o Bending, stooping, kneeling, and reaching floor level and overhead

WORKING CONDITIONS:

o This job is performed indoors in a climate-controlled, mechanically lit environment

o May occasionally need to drive on library business, subject to weather and road conditions

EQUIPMENT, TOOLS & SOFTWARE USED ON THE JOB: (Example)

Copiers, fax machines, PCs, servers running a variety of operating systems and hosting multiple virtual servers, barcode scanners, various brands, types and models of printers, telephone system, automated phone system attendant, digital scanner, digital camera, firewalls, WAPs, switches, AV equipment, alarm systems, door lock system, security camera equipment.

All Microsoft products, including but not limited to; Windows Server and MS Office 365. Other software, including but not limited to; patron PC Reservation, patron printing software, Library.Solution ILS software, various network administration and maintenance tools, a wide array of applications for printers, scanners, digital imaging, voicemail and auto-attendant software, anti-virus software, anti-spam software, server monitoring and reporting software, HVAC controls software, door access controls software, and surveillance camera software.

SPECIAL KNOWLEDGE, SKILLS, LICENSE, ETC. REQUIRED BY POSITION:

o Proven experience in IT management and network administration

o Strong knowledge of computer hardware, software, network systems, and security protocols

o Excellent troubleshooting and problem-solving skills

o Ability to manage multiple projects and prioritize tasks

o Strong communication and interpersonal skills

o Experience in budgeting and procurement of IT resources

o Must maintain a valid drivers license with a clean driving record

MINIMUM QUALIFICATIONS:

Bachelors degree in information technology, computer science or a related field. In lieu of a degree, equivalent experience in IT systems management, preferably in a library, government, or a nonprofit setting, may be accepted with a combination of relevant Information Technology certifications.
