Job Summary
POSITION OVERVIEW: The Project Engineer is responsible for overseeing the planning, design, and execution of public infrastructure projects and development application reviews, ensuring they meet all regulatory requirements, safety standards, and community needs. This role requires extensive knowledge of civil engineering principles, construction management, County Code regulations and project coordination. The Project Engineer will collaborate with various departments, contractors, and stakeholders to successfully complete development reviews and complete county projects on time, within budget, and in compliance with applicable standards.
Essential Job Functions
KEY RESPONSIBILITIES:
Project Planning & Design:
Develop and review engineering plans and designs for public works projects, including but not limited to roadways, bridges, stormwater management systems, and other infrastructure projects.
Review applications and other submitted documents to provide markups and comments for various proposed developments.
Conduct feasibility studies, site assessments, and environmental impact analyses to guide project planning.
Prepare preliminary cost estimates for projects and coordinate budgeting and payments for engineering design, construction, and related costs.
Ensure designs meet county, state, and federal regulations, as well as industry standards and best practices.
Coordinate with internal teams and external consultants to gather project requirements and ensure project specifications are accurate.
Coordinate legal agreements and bonding for development projects. Project Management & Coordination:
Oversee project timelines, budgets, and resource allocation to ensure successful project completion.
Act as the primary point of contact and liaison between County departments, consultants, contractors, the general public, and permitting agencies.
Serve as contract administrator, ensuring all reviews and contractual obligations are met and that the project progresses according to the approved schedule.
Manage contracts, including the preparation of bid documents, reviewing proposals, and negotiating terms with vendors and contractors.
Monitor and enforce compliance with safety, environmental, and quality standards throughout the project lifecycle.
Regularly update stakeholders and leadership on project progress, including identifying and resolving issues or delays.
Coordinate the engineering aspects of the County Municipal Service Benefit Unit (MSBU) program with county officials and the general public.
Coordinate with adjacent municipalities regarding development projects and standards. Construction Oversight & Quality Assurance:
Conduct site visits to perform inspections and monitor construction progress, as needed, to ensure work is proceeding according to design specifications and quality standards.
Prepare detailed reports on the status of projects, ensuring they align with quality and regulatory standards.
Collaborate with contractors and field staff to resolve technical issues, ensuring adherence to safety guidelines and building codes.
Review contractor invoices, change orders, and project reports to verify accuracy and compliance with contracts. Regulatory Compliance & Documentation:
Prepare and submit necessary documentation for permits and approvals from local, state, or federal agencies.
Ensure projects adhere to zoning laws, environmental regulations, and public safety codes.
Maintain accurate and up-to-date project records, including reports, plans, and cost analysis. Professional Development:
Stay informed of new developments in civil engineering, construction management, development application reviews and relevant legislation by attending seminars, meetings, conferences, and training sessions. PHYSICAL REQUIREMENTS: The role requires the ability to occasionally lift up to 50 pounds and carry materials or equipment to project sites. The position involves extended periods of standing, walking, and navigating construction sites, including climbing ladders, stairs, or scaffolding, and working at heights or in confined spaces. The work also requires the ability to work outdoors in varying weather conditions, such as heat, cold, and rain, and the physical stamina necessary for demanding tasks.
ENVIRONMENTAL CONDITIONS AND WORK HAZARDS: This position is primarily based in an office setting, with frequent site visits to active construction or project locations. Exposure to loud environments, heavy machinery, and construction traffic is common. The role involves working in outdoor environments with rough terrain, confined spaces, and potentially extreme weather conditions. Hazards include exposure to construction-related risks such as heavy equipment, power tools, chemicals, dust, noise, and slips, trips, and falls.
SAFETY EQUIPMENT & PERSONAL PROTECTIVE EQUIPMENT (PPE): Employees are required to adhere to all safety protocols and utilize appropriate safety equipment and personal protective equipment (PPE) provided to ensure a safe working environment. Specific requirements include:
Mandatory PPE: Employees must wear designated PPE, which may include safety goggles, gloves, hard hats, hearing protection, and respiratory masks, depending on the tasks performed.
Safety Training: All employees will receive training on the proper use and maintenance of safety equipment and PPE to minimize risks and ensure compliance with safety regulations.
Inspection and Maintenance: Employees are responsible for regularly inspecting their PPE for wear and tear and reporting any damaged equipment to their supervisor for replacement.
Emergency Equipment: Familiarity with the location and use of emergency equipment, such as fire extinguishers, first aid kits, and eyewash stations, is required. SUPPLEMENTAL INFORMATION:

Qualifications
QUALIFICATIONS: Candidates should possess a solid foundational background that demonstrates their ability to engage with the responsibilities of the role effectively.
Bachelor's degree in civil engineering from an ABET Accredited University or College, Construction Management, or a related field required.
Professional Engineer (PE) license preferred.
Minimum of three (3) years of experience in civil engineering, with a focus on public infrastructure projects and/or land development reviews.
Proven experience in project management, from design to completion, including budget and resource management.
Experience working with government regulations, zoning laws, and environmental codes.
Proficiency in engineering software (AutoCAD, Civil 3D, MS Project, or similar programs).
Strong knowledge of building codes, safety regulations, and environmental standards.
Valid Florida driver's license and clean driving record.
