The Opportunity

We are seeking a highly experienced Owner’s Representative – to support a portfolio of technical infrastructure projects in Mesa, AZ. The OR will be embedded full-time at a live data center campus and serve as an extension of the Owner’s project team, overseeing planning, construction, commissioning, and closeout activities related to Moves, Adds, Retrofits, Changes, Utilities, and Security (MARCUS) initiatives.

This role demands deep technical insight, outstanding field coordination capabilities, and the ability to uphold the Owner’s expectations regarding quality, safety, schedule, and cost. The OR Cx is a key interface between contractors, engineers, vendors, and the Owner’s internal stakeholders and will help drive continuous delivery while managing risk and supporting operational readiness.

Primary Responsibilities:

Owner Advocacy & Field Oversight

Serve as a full-time, on-site representative of the Owner, managing delivery expectations across construction, commissioning, and closeout.

Develop an in-depth understanding of the Owner’s business objectives, technical standards, and project-specific requirements.

Establish strong relationships with project stakeholders to support alignment and operational efficiency.

Project & Program Management

Oversee a portfolio of capital improvement projects, including utility upgrades, system retrofits, relocations, and security enhancements.

Actively manage logs for Action Items, Milestones, Procurement, and Risk using Owner-approved tools.

Drive formal design and construction gate reviews and support phased facility growth and activation planning.

Design & Preconstruction Support

Coordinate with the design team to ensure constructability, budget alignment, and compliance with environmental and jurisdictional standards.

Support technical evaluations, value engineering efforts, and drawing/specification reviews through the design lifecycle (BOD CDs).

Construction & Schedule Coordination

Monitor site execution with respect to safety, critical path activities, and material lead times.

Provide input on construction sequencing, contractor compliance, and field execution strategies.

Support daily issue resolution, coordinate field teams, and escalate risks or scope deviations.

Commissioning & Quality Management

Support all levels of commissioning (Levels I–V) from factory witness testing through integrated systems testing.

Lead coordination with Commissioning Agents and contractors to ensure corrective actions, checklists, and system performance testing are completed.

Track and manage commissioning issues logs, integrate operations teams into the process, and confirm documentation and training milestones are met.

Cost & Change Control

Monitor project budgets and payment logs in coordination with the Owner’s controls team.

Review and validate contractor change order proposals; manage the change order log and advise on negotiation strategies.

Audit compliance with contract terms and payment milestones.

Procurement & Vendor Management

Assist in sourcing and leveling bids for key trades and vendors (e.g., CM/GC, commissioning agents, testing partners).

Support development of contract scopes, special conditions, and procurement phasing strategies.

Conduct market capability assessments and manage vendor meetings throughout the project lifecycle.

Permitting & AHJ Coordination

Track and document local permitting activities, assist in planning utility connections, and support jurisdictional interface for inspection readiness.

Align infrastructure planning with site-specific schedule and budget constraints.

Submittals, RFIs, & Reporting

Monitor status and timely review of RFIs, submittals, and product data across contractors and design teams.

Manage reporting of overdue items and ensure inclusion of review timelines in project contracts.

Generate bi-monthly reports on project milestones, risks, procurement highlights, and safety updates for executive stakeholders.

Closeout & Turnover Support

Facilitate document control, system training, punch list resolution, and Owner handover planning.

Ensure commissioning closeout and training for operations teams is integrated throughout startup and acceptance.

Participate in project closeout meetings and verify operational readiness milestones are met prior to facility handover.

Qualifications:

7+ years of experience in construction project management or commissioning oversight on large-scale or mission-critical infrastructure projects.

Deep technical knowledge of building systems, MEP equipment, and phased construction strategies.

Strong understanding of commissioning protocols (Level I–V), safety practices, and QA/QC procedures.

Experience coordinating with AHJs, GC partners, vendors, and internal client stakeholders.

Familiarity with Primavera P6 scheduling, issue tracking tools, and construction document management platforms.

Preferred Credentials:

Bachelor's degree in Engineering, Construction Management, or related field.

OSHA 30 Certification or equivalent field safety training.

Experience supporting live facility construction or data center operations.

Excellent written and verbal communication skills with a proactive, solution-oriented approach.
