SUMMARY
The IT Manager will play a crucial role in the Information Technology Team overseeing the agencys technology infrastructure and ensuring the availability, security, and functionality of systems across all departments. This role provides hands-on technical leadership, manages a small team, and supports staff with effective technology solutions that align with organizational needs. The IT Manager will lead the development of internal systems, maintain regulatory compliance, and work closely with leadership to support agency operations through reliable and responsive IT services.
ESSENTIAL DUTIES AND RESPONSIBILITIES include the following. Other duties may be assigned.
Supports and promotes a service environment for individual in need of behavioral health and/or co-occurring services that is recovery focused, welcoming, and attentive to the needs of individuals who may have experienced trauma in their lives. Attends annual core competencies training in relationship to individuals with co-occurring disorders or who have experienced trauma in their lives.
Provides strategic and operational oversight of all technology systems and services across the organization.
Develops and implements short- and long-term IT plans that align with organizational goals and operational needs.
Evaluates and recommends hardware and software systems to improve efficiency, security, and scalability.
Designs, maintains, and troubleshoots the agencys network infrastructure, including routers, switches, firewalls, and wireless systems.
Oversees servers, backup systems, cloud environments, and storage solutions to ensure high availability and disaster recovery.
Ensures security protocols are in place for all systems, including antivirus protection, patch management, and intrusion detection.
Maintain and monitor systems for compliance with HIPAA, ODMHSAS requirements, and other data security standards.
Support the preparation of departmental budgets, including technology implementation and cost management.
Perform regular risk assessments, security audits, and vulnerability scans.
Develop and enforce cybersecurity policies, access controls, and incident response procedures.
Serve as the escalation point for complex help desk issues and ensure timely resolution of user requests.
Oversee IT ticketing system, prioritize support tasks, and ensure high-quality customer service across the agency.
Train and support employees in basic troubleshooting, system usage, and cybersecurity best practices.
Supervise, train, and mentor IT support staff, including setting performance goals and conducting evaluations.
Assign projects and tasks to team members and ensure accountability in execution and follow-through.
Foster a collaborative and proactive IT team culture.
Lead agency-wide technology projects such as new system rollouts, software upgrades, and facility expansions.
Create project timelines, manage vendors, and ensure implementations meet scope, timeline, and budget expectations.
Manage relationships with technology vendors, internet providers, software licensing partners, and hardware suppliers.
Track all IT equipment, software licenses, warranties, and service agreements.
Conduct regular reviews of vendor contracts and evaluate cost-effectiveness and performance.
Maintain agency phone systems, including VOIP configuration, setup, and troubleshooting.
Supports video conferencing and internal communications tools to ensure connectivity across remote and on-site teams.
Adheres to agency policy and procedures, CARF and ODHMSAS standards and criteria, federal and state confidentiality rules and regulations, and any special funding source requirements.

EDUCATION and/or EXPERIENCE
BS in Computer Science, Information Technology or related field
Minimum 5 years of IT experience, win at least 2 years in a supervisory role.
Excellent knowledge of technical management, information analysis and of computer hardware/software systems
Experience in behavioral health, healthcare, or nonprofit preferred but not required
CERTIFICATES, LICENSES, REGISTRATIONS
May be required to obtain and maintain First Aid and CPR certification.
OTHER SKILLS AND ABILITIES
Proven ability to manage and lead IT initiatives while ensuring smooth day-to-day operations.
Knowledge of security systems, enterprise applications, electronic data interchange (EDI), and HIPAA transactions.
Proficiency in Microsoft platforms, enterprise databases, storage systems, virtualization, and network infrastructure.
Experience with health plan claims payment systems and analytics tools such as Power BI preferred.
Excellent communication skills and the ability to work collaboratively with cross-functional teams.
Ability to translate technical IT solutions into practical actions to support organizational goals.
