The Proposal Director oversees proposal development throughout the full lifecycle for large-scale design-build and construction management projects, with a strong focus on New York City public agency construction work. This high-visibility role will collaborate closely with executive leadership, operations, technical experts, and external partners to develop winning submissions aligned with strategic growth goals.

Essential Duties and Responsibilities:

Manage pipeline from identification through award.

Lead the planning, coordination, and development of proposals in response to RFPs, RFQs, and other procurement requests.

Facilitate kickoff meetings, strategy sessions, and color team reviews to align proposal strategy with win themes and client needs.

Develop and manage proposal schedules, outlines, compliance matrices, and content plans.

Collaborate with internal departments (technical, estimating, legal, marketing) and joint venture/partner firms to gather content and ensure unified messaging.

Draft, edit, and tailor proposal content, ensuring clarity, consistency, and compliance.

Work with technical and business development team members to develop proposal win strategies, themes, discriminators, key messages, and value propositions.

Oversee graphics development, layout, production, and delivery logistics for timely submission.

Maintain a library of reusable proposal content, templates, resumes, and project descriptions.

Support interview and presentation preparation, including content development and coaching.

Monitor industry trends, agency procurement strategies, and competitor positioning.

Required Qualifications:

Bachelor’s degree in Communications, English, Marketing, Engineering, Architecture, Construction Management, or a related field.

7+ years of proposal management or coordination experience in the AEC industry.

Experience leading pursuits in excess of $100M.

Demonstrated experience managing proposals for NYC public agencies (e.g., DDC, HPD, NYCHA, SCA, EDC, MTA).

Experience managing a team of proposal contributors, including writers, coordinators, graphics specialists, etc.

Strong ability to multi-task and prioritize tasks to meet tight deadlines.

Excellent writing, editing, storytelling, and communication skills.

Proficiency in Adobe InDesign, Microsoft Word, Excel, PowerPoint, and Canva

Familiarity with GovWin, PASSPort, and City Record Online.

Preferred Certifications:

PMP, APMP, or DBIA Associate Certification

Physical Demands:

Use of manual dexterity, tactile, visual, and audio acuity.

Use of repetitive motion, prolonged periods of sitting and standing, and sustained visual and mental applications and demands.

Occasional lifting (up to 25 pounds), bending, pulling, and carrying.
