GENERAL DESCRIPTION:

The Wyoming Department of Transportation (WYDOT) is dedicated to delivering a safe, high-quality, and efficient transportation system across the State of Wyoming. We are currently seeking a Highway Maintenance Specialist for our Maintenance Program based in Granger, Wyoming. In this role, you will be assisting the team supervisor in carrying out a variety of highway maintenance tasks that ensure the reliability and safety of our roadways. ESSENTIAL FUNCTIONS: The listed functions are illustrative only and are not intended to describe every function that may be performed in the job level.

Safely operates and trains others to operate complex machinery in specialized maintenance applications

Leads the performance of daily maintenance tasks as assigned by the Highway Maintenance Supervisor I; provides regular work direction to the crew

Assists with tracking inventory, material usage, labor, and equipment mileage in the

supervisor’s absence

Provides advice and assistance on repair procedures needed for highways, equipment, and buildings; makes recommendations to the supervisor regarding any unplanned maintenance activities that may be needed

Serves as technical resource for the crew; identifies and corrects any maintenance activity not performed according to state and federal safety and/or quality standards

Communicates project issues to the supervisor; proposes a new course of action to safely keep the project moving forward

Provides input to the supervisor regarding crew performance issues and success observed in the field

Operates heavy equipment, including, but not limited to: single and tandem axle trucks equipped with an auger, aerial lift equipment, or equipped with plows, wing plows, sander,s and chemical systems to remove snow and ice from the roadway surface

Responsible for rehabilitation of roadway surfaces and traffic control devices; oversees on-the-road traffic control operations, including oversight of safety procedures and quality standards

Attends and completes all state and federal training required in order to obtain/maintain certifications, perform inspections, and learn new skills

Utilizes computers for agency practices, such as training and performance evaluations, and keeps up to date on technological advances with specialized equipment

Ability to use computer programs such as email, Word and Excel, and WYDOT reporting programs.

Ability to supervise others to schedule daily work activities in a safe work environment.

Ability to independently make decisions and use sound judgment daily.

Qualifications

PREFERENCES/**AGENCY REQUIREMENTS:

Preference may be given to those applicants with 3-4 years of progressive work experience (typically in Highway Construction and/or Highway Maintenance).

**Agency requires that the incumbent obtain a Class A Commercial Driver's License (CDL) with appropriate endorsements within 30 days of employment.

KNOWLEDGE:

Knowledge of highway maintenance operations

Knowledge of computers, basic office equipment, Gmail, and WYDOT

databases/systems

Knowledge of state highway pavement marking and signing standards

Knowledge of state and federal highway safety standards and traffic control procedures

Knowledge of equipment maintenance, basic mechanical diagnosis, and repair procedures

Knowledge of hazardous materials response procedures

Knowledge of federal and state requirements for the proper use of personal protective equipment

Knowledge of basic equipment operation for single and tandem axle trucks, loaders, and tractors; knowledge of specialized heavy equipment used in maintenance activities

Knowledge of safe work procedures, First Aid and CPR, and OSHA Safety Data Sheets for chemicals used in maintenance activities

MINIMUM QUALIFICATIONS:

Education:

Associate's Degree (typically in Engineering)

Experience:

0-2 years of progressive work experience (typically in Highway Maintenance/Highway Construction) with acquired knowledge at the level of a Highway Maintenance Technician

Certificates, Licenses, Registrations:

Must have the ability to obtain a Class A Commercial Driver's License within (12) months of hire

OR

Education & Experience Substitution:

2-4 years of progressive work experience (typically in Highway Maintenance/Highway Construction) with acquired knowledge at the level of a Highway Maintenance Technician

Certificates, Licenses, Registrations:

Must have the ability to obtain a Class A Commercial Driver's License within (12) months of hire

Necessary Special Requirements

PHYSICAL WORKING CONDITIONS:

Frequent use of manual and powered hand tools

Daily use of motor vehicles and heavy equipment

Frequent exposure to hazardous materials

Ability to lift and/or carry 50 pounds independently

Ability to stand/sit and operate equipment for long periods of time

Work in adverse environmental conditions, which may include, but not be limited to, rain, snow, heat, and hail

Ability to walk for long periods on even and uneven ground

Working around high-speed traffic and heavy construction equipment

Individuals in this classification must be available for emergency work calls at any time, including nights, weekends, and holidays. Individuals must report to the Department Shop within 30 minutes of receiving the call. Acceptance of an appointment to this classification signifies that the individual is aware of this requirement and will comply with it. Failure to be available for emergency work without an acceptable excuse will be grounds for immediate disciplinary action and possible dismissal.

Individuals in this classification will be subject to random drug and alcohol testing.

NOTES:

FLSA: Non-Exempt

WYDOT conducts motor vehicle record checks to verify that candidates possess a valid driver's license.

Individuals in these positions must pass a pre-employment drug screening and/or physical and will be subject to random drug and alcohol testing.

Individuals in these positions must be available for emergency work calls at any time, including nights, weekends, and holidays. Acceptance of an appointment to this classification signifies that the individual is aware of this requirement and will comply with it. Failure to be available for emergency work, without an acceptable excuse, will be grounds for immediate disciplinary action and possible dismissal.

Individuals in these positions must report to the department Shop within 30 minutes of receiving a call.

Occasional overnight travel is required.

Individuals in these positions may be asked to obtain water certifications if necessary. ? Individuals in these positions must have the ability to successfully complete the following training provided by WYDOT: Certification to operate specified equipment, Defensive Driving, First Aid/CPR certification, and Flagger certification.

Qualifying eligibility and criteria for the hiring bonus

Temporary employees accepting a full-time position.

Current employees accepting a promotional opportunity - recruitment must have been opened to the public.

One year of service to WYDOT must be completed, failure to complete this requirement will forfeit the hiring incentive, and funds will be recouped from final pay.

Internal candidates would be required to remain in the position for a minimum of one (1) year from their promotion date.

Employees would only be eligible for one (1) hiring bonus in a 12-month period.

If the employee elects to downgrade through an active recruitment and/or appointment during the twelve (12) month period, they would be required to pay the bonus back.
