This work unit exists to comply with, and coordinate implementation of, the Colorado Aquatic Nuisance Species (ANS) Act (SB 08-226). In tandem with implementing the ANS Act, the work unit strives to implement the State Zebra and Quagga Mussel Management Plan, State ANS Management Plan, State New Zealand Mudsnail Management Plan, State Eurasian watermilfoil Management Plan, and State Rusty Crayfish Management Plan. In doing so, this position is required to provide assistance to staff in complying with CPW regulations Wildlife-Chapter 0, Wildlife Chapter 1, and Parks Chapter 8 (ANS regulations), and the Colorado Weed Management Act (35-5.5-101-119).

Description of Job

This position will implement invasive species containment, prevention and control methods for CPW. The primary function will be to manage watercraft inspection and decontamination (WID) stations, including hiring and supervision of temporary employees, and coordination with partner agencies as well as area and regional staff. They Provide training to WID stations as part of the regulation required certification program for ANS and participate in procedure/curriculum development including participation in the WID Supervisors Team and State ANS Task Force. They will provide information and education to members of the public and professionals. They will participate in site specific management planning teams as well as assist with development of site specific invasive species management plans and technical procedural documents. This position will comment, review or assist with other resource plans, such as fuel mitigation or wildfire response, as it pertains to ANS. This position will be responsible for providing GIS related tasks, in addition to utilizing and managing complex mobile database systems. As needed, they will also assist the Invasive Species Program Manager with terrestrial invasive species issues, forest pest issues, native revegetation or restoration or intersections of these issues with other wildlife, natural resources or recreation issues and programs.

Specific job duties include but are not limited to:

Manage watercraft inspection and decontamination (WID) stations

This position will directly manage watercraft inspection and decontamination stations. This includes the hiring, supervision, and scheduling of temporary employees. This position will be responsible for ensuring stations are equipped, opening and closing stations for the season on the scheduled dates, and ensuring that the stations are open and closed on time each day. Significant time will be spent interacting with partner agency staff with regular and professional communications. Also involved is engaging with members of the public to gain cooperation and compliance for regulation required boat inspections. This duty requires regular overnight travel, early morning and late evening shifts, and routine weekend work.

Provide training to WID stations as part of the regulation required certification program for ANS and participate in procedure/curriculum development.

This position will be certified as a statewide trainer for watercraft inspection and decontamination, and will provide certification training throughout Colorado for WID stations operated by CPW and their partners, per chapter P-08 regulations. Trainers are responsible for preparing for classes by prepping materials for students, printing handouts and exams, scheduling boats and decontamination units, gathering supplies, advertising classes, registering students, providing information to registrants, reserving locations for classes and transporting materials to trainings for supervisors. Trainers must be outstanding public speakers and presenters, along with being very good at facilitating courses and keeping classes on time and on topic. Trainers must also work with students to remediate poor test scores. Position includes also conducting on the job training by request or following quality control evaluations for WIDS. Duty requires significant overnight travel and weekend work.

Participate in working groups including site specific planning teams, WID Supervisors & State of Colorado ANS Task Force

The watercraft inspection & decontamination programs that will be managed by this position will have associated site specific working groups that collaboratively make site specific decisions including schedules & site improvements. Position will be expected to participate in these meetings, develop relationships with partners, and make meaningful contributions to these site specific teams. In addition, the position will be expected to participate in monthly WID supervisors calls and participate in annual meetings of the State ANS Task Force.

Provide Information, Education and Outreach To Professionals and the Public

Position will provide oversight for ANS information, education and outreach programs. This duty includes the hiring, supervision, and scheduling of temporary employees. Position will assist with the development and implementation of outreach materials and campaigns. Position will directly engage with members of the public through staffing booths at expos and trade shows, in addition to doing youth classroom or focus group presentations (e.g. fishing clubs or community groups). They will give professional presentations at conferences or meetings.

Main point of contact for state Decontamination Units & Technology

CPW owns and maintains a large fleet of decontamination units & significant amounts of technology in which the Invasive Species Program is responsible for regular maintenance and general support to ensure units are always in good working order at WIDS, offices or hatcheries. This duty includes routine interaction and communication with inspection station staff to troubleshoot malfunctions and schedule repairs. Position will be responsible for scheduling unit deliveries, pick-ups, and regular maintenance with field WIDS and repair shops. Position will provide training to WIDS on decontamination unit standard operating procedures, safety and regular maintenance, along with annual evaluation of units.

Assist the Invasive Species Program Manager with Early Detection and Rapid Response

CPW Monitors more than 500 waters in the state for Aquatic Nuisance Species following regional and state standards. This position will also assist the Invasive Species Program Manager with Early Detection and Rapid Response to New Detections of Invasive Species.

Minimum Qualifications, Substitutions, Conditions of Employment & Appeal Rights

Minimum Qualifications

Six (6) years of relevant experience in invasive species, specifically aquatic nuisance species, natural resource management, or outdoor recreation/education or an occupational field related to the work assigned to the position.

OR

A combination of related education in Natural Resources, Wildlife Management, Biology, Aquatic Biology/Fishery Science/Aquaculture/Fishery Management, Ecology, Environmental Science, Environmental Policy, Geography, Geology, Outdoor Recreation, Zoology/Animal Sciences, Water resources planning or management, Economics, Public Engagement/volunteer management, Education, Business, Program Management/Project Management and/or relevant experience in an occupation related to the work assigned equal to six (6) years.

Substitutions

Appropriate education in a related field will substitute for the required experience on a year-for-year basis.

Preferred Qualifications

Current or former State experience relevant to this position

Current or former Colorado Parks and Wildlife experience

Prior experience operating watercraft inspection and decontamination stations.

Public speaking & presentation development and facilitation skills

Human Resource Management including managing remote employees.

It is preferred that candidates have some prior experience operating watercraft inspection and decontamination stations in the United States, however it is NOT required. WIT certification by the 100th Meridian Initiative or Colorado WID Certification would be accepted.

Must have, or be willing to obtain, certification as a statewide trainer for watercraft inspection and decontamination

Conditions of Employment

State of Colorado residency is required at the time of application.

Must possess and maintain a valid state of Colorado driver's license if operating a State vehicle.

Travel for field work and/or meetings is required. Typically 8 – 10 days per month, occasionally more.

The successful applicant will be required to live within the area of responsibility and must be able to respond to the Hot Sulphur Springs CPW office within one hour.
