The Budget Manager I is a Non-Sworn/Administrative position located in the Business Office of the North Carolina State Bureau of Investigation (SBI). This position works independently to manage and monitor the operational budgets for the SBI. This requires a close working relationship with the administrative staff and management. This is a full-time position (40 hours per week) with Benefits. Job responsibilities include the following:

Monitors the expenditures as compared to the budget and prepares budget revisions to meet requirements and comply with OSBM rules and regulations.

Investigates any unusual variances, consults with division staff and makes adjustments if necessary.

Monitors the budgets for employee salaries and benefits and contracts to determine the requirements for and availability of lapsed salary funds and prepares budget revisions as needed following OSBM guidelines.

Responsible for funding availability verification and financial approval of requisitions in e-procurement for purchases and construction projects paid from operating funds.

Assist in preparing allowable adjustments for the SBI’s Continuation and Change/Expansion Budget.

Performs data analysis and provides current and historical data, both independently and in collaboration with divisional staff for numerous requests from OSBM and Fiscal Research in conjunction with preparing the agency’s biennium budget.

Analyzes legislation and budget and fiscal policies to communicate with program managers regarding impacts on each section’s budget.

Analyzes spending patterns and consults with management on budget requirements and limitations throughout the fiscal year.

This position is also responsible for any special projects assigned to him/her by the CFO or SBI Management. These projects will be assigned on an as-needed basis and will usually consist of research, cost analysis and preparation of spreadsheets. This position will periodically be assigned to participate on departmental committees and task force groups representing the SBI's Business Office.

To qualify for this position, applicants MUST document on the application that they possess ALL the following:

Demonstrated knowledge of the principles, practices and theories of accounting, auditing, budgeting or financial management.

Demonstrated knowledge of governmental finances and institutional fund accounting.

Demonstrated skill using Microsoft Office applications, such as Word, Excel, Outlook and PowerPoint.

Demonstrated skill using the North Carolina Integrated Budget Information System (IBIS), the North Carolina Integrated HR-Payroll System (Fiori), and the North Carolina Financial System (NCFS).

Selected candidates will undergo and must successfully complete a comprehensive background investigation which includes: credit and arrest checks; interviews with associates, personal and business references; verification interviews of employers; verification of education achievement; urinalysis drug screening; and submission of fingerprints.

Minimum Education and Experience Requirements

Bachelor's degree in accounting, business, finance or other discipline related to the area of assignment from appropriately accredited institution and three years of progressive related experience, two of which must have been supervisory in nature; or equivalent combination of education and experience.
