Safety Manager / Owner's Representative Charlotte, NC

Intro:

Since 1963, Sheakley has been a trusted leader in outsourced safety management solutions, supporting complex infrastructure, industrial, and manufacturing projects across the U.S. We are currently seeking a highly experienced Safety Manager / Owner's Representative for a 2-year plant expansion project at a manufacturing facility in Charlotte, NC. This critical role requires a proactive safety professional with a strong background in multi-contractor oversight, industrial safety, and stakeholder collaboration.

Type: 1099 Independent Contractor

Start Date: ASAP

Compensation:

• Local Rate: $52 - $55/hour

• Non-Local Rate: $48 - $52/hour + $125/day Per Diem (7 days/week)

• Pay Schedule: Weekly

Schedule:

• 50-60 hours per week

• Monday - Friday Weekends as neededProject Scope:

Act as the Owner's on-site safety representative, working in close collaboration with the General Contractor to enforce and manage safety compliance across all subcontractors. This large-scale plant expansion requires a detail-oriented, solutions-driven professional to ensure regulatory adherence and promote a culture of safety throughout all phases of construction-from preconstruction planning through commissioning and startup.Key Responsibilities:

Represent the Owner's safety interests on-site and ensure alignment with organizational EHS goals.

Provide strategic oversight of all subcontractor safety activities, ensuring compliance with federal, state, and site-specific safety regulations.

Conduct routine site inspections, safety audits, and hazard assessments to identify and mitigate risks.

Review and approve contractor Job Hazard Analyses (JHAs), site-specific safety plans, and high-risk work permits (LOTO, hot work, confined space).

Lead or participate in incident investigations, root cause analysis, and implementation of corrective actions.

Serve as a key point of contact between the Owner, GC, and all subcontractors, fostering collaboration and accountability.

Facilitate and document daily safety meetings, toolbox talks, orientations, and ongoing safety training sessions.

Monitor and manage permit-required activities and contractor performance through ISNetworld, Avetta, or similar platforms.

Provide regular updates, reports, and KPI tracking to the Owner's corporate safety and project leadership teams.Qualifications:

Education:

• Bachelor's degree in Safety, Occupational Health, Industrial Engineering, or a related field (Required)

Certifications:

• First Aid / CPR / AED

• NFPA 70E - Electrical Safety in the Workplace

• Fall Protection (Competent Person preferred)

• OSHA 30-Hour Construction Safety

Experience:

• 10+ years of experience in safety leadership roles on large-scale industrial or plant-based projects

• Proven track record managing multi-contractor environments and coordinating with General Contractors

• Deep understanding of plant operations, shutdown protocols, and high-risk work (hot work, confined space, energized systems)

• Full project lifecycle involvement-from preconstruction planning through commissioning

• Proficiency with contractor management systems such as ISNetworld, Avetta, or equivalent

• Demonstrated ability to lead incident investigations and drive continuous safety improvement initiativesCore Competencies:

Strong leadership, communication, and conflict-resolution skills

High-level knowledge of OSHA 1926/1910 standards and best practices

Ability to prioritize competing demands in a fast-paced industrial environment

Skilled in documentation, reporting, and root cause analysis
