The Office of Technology Services (OTS) was established as a means of recognizing cost savings through the consolidation of State IT assets and resources. The creation of OTS consolidated a wide variety of existing hardware platforms, operating systems, database management systems, networks, third party software, and custom applications.
OTS leads the State’s technology procurement process in order to standardize technology over the entire organization, seek efficiencies of operations, maintenance, and scalability of new products introduced to the OTS suite of services which can eventually be offered to all in-scope agencies.
These positions will provide IT services to implement tools and web-based materials for the Louisiana Center for Effective Transitions (LCET) which was established under the U.S. Department of Education Disability Innovation Fund (DIF), Pathways to Partnerships Innovative Model Demonstration Project Grant. Only one vendor will be selected to provide all resources requested in this task order. Responding vendors also must be approved vendors under this U.S. Department of Education Grant in order to be selected.
JOB TITLE: Graphic Design
The scope of the proposed services will include, but are not limited to the following:
Meet with State staff to determine the scope of a project
Advise State on strategies to reach a particular audience
Determine the message the design should portray
Create images that identify a product or convey a message
Develop graphics for logos and websites
Select colors, images, text style, and layout
Present the design to State
Incorporate changes recommended by the State into the final design
Review designs for errors before printing or publishing them
Ensure that coding standards are met; optimizing the web architectures for navigability and accessibility
Utilize specialized graphic design software to prepare designs
Keep up to date with the latest software and computer technologies
Plan site design by clarifying goals; designing functionality
Develop site navigation by categorizing content; funneling traffic through content
Develop site content and graphics by coordinating with copywriters and graphic artists; designing images, icons, banners, audio enhancements, related site enhancements
Prepare site by installing and configuring server software; installing programming language using authoring and formatting tools; ensuring cross-platform compatibility; establishing links
Establish locatability by registering with search engines
Upgrades site by updating content and graphics; monitoring performance and results; identifying and evaluating improvement options; introducing new technology; maintaining links
Protect site by designing and installing security precautions
Maintain site appearance by developing and enforcing content and display standards; editing submissions
Provide information by collecting, analyzing, and summarizing data and trends
Expertise and/or relevant experience in the following areas are mandatory:
• Bachelor’s degree
Experience in software development or experience in graphic design (Adobe CS software suite: Illustrator, InDesign, Photoshop, Acrobat, HTML, etc.)
Experience effectively executing against brand guidelines and maintaining brand standards, including demonstrating considered layout, image composition, typography and color palette
Experience designing externally facing information and graphics in a visually appealing way
Thorough knowledge of current technology solutions for internet, handheld/mobile devices, personal computers, and networks
Expertise and/or relevant experience in the following areas are desirable but not mandatory:
Experience with education and/or governmental institutions
Experience building user interfaces for websites and/or web applications
UX/UI Design competencies
Application of specialized skills within a government agency environment
