General Responsibilities:
Provides overall management for Supervisory Control and Data Acquisition (SCADA) System. Responsible for overseeing the support and running of the SCADA system's infrastructure. Manage data archiving and retrieval—planning maintenance, upgrade, and expansion of the SCADA system infrastructure over time. Interface with Engineering, Operations, and the Maintenance groups regarding their needs from SCADA.
Essential Job Functions:
Oversees the implementation of the duties to be carried out by the SCADA Department
Carries supervisory responsibilities per the organization's policies and applicable laws
Responsibilities include interviewing, hiring, and training employees; planning, assigning, and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems
Oversees the planning and implementation of new sites to be added to the SCADA system's radio network and Distributed Control System DCS
Supervise planning and implementation of controls for new equipment installed at various plants where integration into the DCS system is required
Coordinate training of BWWB staff in SCADA infrastructure support, including radios, Programmable Logic Controllers PLC, and DCS system, etc
Determine graphical representation of distribution system to be displayed on DCS system
Develop optimum water for delivery scenarios in conjunction with Engineering, Water Resources, and Purification departments for raw and finished water delivery
Provide data for analysis and decision-making, such as distribution studies, rate studies, system-wide changes due to drought conditions, plant construction and upgrades, and growth projections
Attend and participate in Manager/Supervisor meetings and other committee assignments such as IT, Capital Improvements, Security, Water Loss, etc
Responsible for planning and monitoring the departmental budget and reporting monthly variance as required

Carry out supervisory responsibilities in accordance with the organization's policies and applicable laws Ensure all organizational policies and guidelines are adhered to and administered correctly, including the HR Management Guide, Employee Handbook, reviewing and approving timesheets, and expense reports, complying with applicable employment laws, purchasing guidelines, bid law, etc

Maintain and protect sensitive and private information by keeping employee records confidential in accordance with HIPAA, local, state and federal laws and regulations
Perform all work safely in accordance with established safety policies and procedures Comply with all safety and health standards and guidelines issued by management

Education:
Bachelor’s degree in Civil, Mechanical, or Electrical Engineering, Computer Science or Business related field required
Certifications
Valid Driver’s License required
Certification as Engineer Intern and Professional Engineering License preferred, but not required
Experience:
Ten (10) years of water distribution system design or engineering experience, instrumentation, controls, and/or purification process knowledge required. PLC (Programmable Logic Controller) and DCS (Distributive Control System) programming skills, technical understanding of water treatment process, data record keeping, and report generation. Five (5) years of supervisory experience required. Knowledge of ADEM and EPA compliance reporting.
**For internal candidates, the successful completion of the following BWW leadership development programs may be counted towards the required supervisory experience:
Pre-Supervisory Program (STAR) = one year of supervisory experience
Succession Planning Program = one year of supervisory
