WHO WE ARE LOOKING FOR
The Montgomery County Local Behavioral Health Authority is responsible for the planning, management, and oversight of Public Behavioral Health services locally. We are currently recruiting for an experienced and visionary behavioral health professional to lead our Services and Recovery Supports Team.
What You'll Be Doing
This position will report to the Local Behavioral Health Authority (LBHA) Manager III and will serve as the Program Manager II for the Services and Recovery Supports Team (SRS). The incumbent will be responsible for the management and oversight of publicly funded behavioral health services in Montgomery County. Duties of this position include identifying service gaps, developing and implementing plans to close these gaps; providing education about local resources to local and state entities; collaboration with local, state, and federal partners; and will also serve as the Montgomery County SOAR lead.
This position will manage a team of staff responsible for providing programmatic oversight to residential rehabilitation programs, crisis programs, wellness & recovery programs, older adult behavioral health programs, and case management services including Targeted Case Management (TCM), PATH and SOAR. Staff also serve as program monitors for state, county, and federal contracts across the lifespan – responsible for site visits, outcomes data, and technical assistance to local providers. This position will also provide oversight for the resolution of challenging client-specific cases.
Oversight of adult behavioral health services includes but is not limited to the following:
Collaboration with and oversight of service providers to ensure behavioral health consumers have access to culturally and linguistically appropriate, high-quality services.
Coordination among service providers to ensure consumers with complex needs are assisted with navigating the behavioral health continuum of care.
Identifying and implementing plans to close systemic gaps within the local continuum of Medicaid funded services.
Provision of education about the local public behavioral health system services to local hospitals, state hospitals, nonprofit organizations, advocacy groups, service providers, and constituents.
Develop effective strategies to improve treatment outcomes and reduce hospital and forensic recidivism.
Track and report on high service utilizers. Collaborate with service providers, DHHS, EMS, 911, CIT, Access, etc. to reduce high utilization of emergency services. Utilize data to inform on systemic gaps and needs.
Provide annual SRS Data for the LBHA Strategic Plan and compile the Culturally & Linguistically Appropriate Strategic Plan.
Program management of county, state, and federally funded contracts and initiatives. Ensure accurate, timely tracking, and submission of all state and county reports.
Perform other duties as assigned.
Minimum Qualifications
Experience: Thorough five (5) years professional experience with managing Behavioral Health and/or substance use programs.
Three years of supervisory experience .
Thorough knowledge of laws, rules and regulations which apply to the provisions and limitations of programs to which assigned.
Thorough knowledge of the principles, practices and techniques of program development, implementation, management, and evaluation.
Knowledge of analytical techniques to conduct studies, to analyze findings, and to make recommendations concerning effectiveness, efficiency, and productivity of assigned program(s).
Knowledge of general principles of procurement, contract management, and/or personnel, as required.
Education: Graduation from an accredited college or university with a Bachelor's Degree.
Equivalency: An equivalent combination of education and experience may be substituted.
Preferred Criteria, Interview Preferences
We will use preferred criteria screening questions:
3 years of supervisory experience (Supervisor refers to overseeing, managing, or directing the activities of others and monitoring performance)
Experience developing and monitoring contracts
Experience evaluating the outcomes of mental health and/or substance use programs
