Position Summary

Southeast Missouri State University is seeking a Director of the Office of Research & Sponsored Programs (ORSP). The Director is responsible for the administration of all aspects of pre-award services within the ORSP. The Director oversees the day-to-day operations of the Office of Research & Sponsored Programs which include: supporting faculty in the identification of external funding opportunities, mentoring faculty and staff in the development of proposals, and being responsible for implementing pre-award policies and procedures and compliance; keeping current of all regulatory changes and updating policy, procedure and Standard Operating Procedures; assisting with grant proposal development; reviewing, negotiating and providing preliminary approval of proposals; review, negotiate and approve terms and conditions of external awards; issue subcontracts; consult with internal and external stakeholders on a broad spectrum of research administration issues; maintain accurate records and provide reports on proposals and awards; and work closely with post-award staff.

Primary Responsibilities:

Oversee the Office of Research and Sponsored Programs (ORSP), including managing department personnel in the preparation and production of proposals

Support the development of proposals for external funding for University-wide initiatives, department or program specific initiatives, and corporate initiatives.

Serve as the fiscal liaison to state and federal funding agencies and organizations.

Disseminate information about potential funding sources and opportunities to faculty and staff University-wide

Proactively assist faculty and staff with proposal preparation, budget development, reporting requirements and regulatory compliance

Support federal research compliance requirements concerning human subjects (IRB); animals (IACUC); research misconduct, conflict of interest, etc.

Contribute to the development of institutional strategies to increase funding for external research and sponsored projects.

Oversee the university system for electronic proposal submission and the implementation of any new modules

Partner with post-Award staff in the Controller’s Office, Human Resources, and other university departments in addressing grant issues

Plan, initiate and coordinate faculty and staff training and professional development to stimulate proposals and increase their success rates

Required Qualifications

Master’s degree

Significant experience in grant and contract development and submittal

Demonstrated success in securing competitive grant awards from proposals

Proven proposal prospecting skills, including knowledge of depositories of federal, state and private grant opportunities

Supervisory experience

Excellent interpersonal, verbal, written communication, and editing skills

Working knowledge of mandated regulations governing grants by federal, state and private agencies

Demonstrated experience and understanding of customer service
