Position Description

Mission

The Mission of the Harris County Institute of Forensic Sciences is to provide medical examiner and crime laboratory services of the highest quality in an unbiased manner with uncompromised integrity.

To provide consistent, quality death investigation and laboratory analysis for the benefit of the entire community.

To create a technological strongpoint for legal agencies to facilitate justice in criminal and civil proceedings.

To establish an academic environment for training in the field of Forensic Science.

Brief Stationary Engineer Overview:

The Stationary Engineer ensures optimal functioning of building systems including mechanical, HVAC, electrical, fire/life safety, and elevator functions; provides oversight for building construction projects that utilize outside contractors and subcontractors; assists the Facilities Manager with projects as needed; and escorts outside guests through the buildings when needed.

Essential Duties & Responsibilities:

Ensures optimal functioning of Department facilities by monitoring all building functions and developing effective and attainable maintenance plans of building mechanics, HVAC, electrical, alarm systems, and any other similar facility-related issues.

Serves as a liaison with the county’s Engineering Building Operations staff, as well as outside contractors /vendors performing facility work within Department buildings

Trains on the facility’s building automation system (BAS) to become Department’s primary technician and expert user on the system

Provides general oversight of construction projects to ensure construction work is consistent with building plans and meets Department expectations and laboratory guidelines

Responds appropriately to facility-related emergencies or urgent issues as they arise. Assists in preparation for inclement weather, mass disaster situations, and other emergencies

Assists the Facilities Manager as needed in other areas

Requirements

Education:

Bachelor’s degree in Engineering or related field

Licensure:

Maintain a valid Texas Driver’s License and ability to safely operate a motor vehicle

Additional Requirements:

Pass criminal background check and drug / alcohol screening (prior to and randomly during employment)

Knowledge, Skills & Abilities:

Comprehensive knowledge of facility management and maintenance which may include mechanical, HVAC, refrigeration, electrical, and equipment services.

Basic knowledge / experience working with automated building systems

Knowledge of safety principles and practices including building and fire codes.

Ability to identify unsafe or defective conditions and equipment, analyze problems, determine root cause issues, evaluate multiple alternative solutions, make recommendations to management for action, and predict both direct and indirect consequences

Ability to safely use and maintain hand tools and power equipment, and troubleshoot and repair minor problems

Professional demeanor in dealing with a diverse set of outside contractors and coworkers; desire to make customer service a priority

Ability to multi-task and adjust priorities as needed

Sensitivity to nature of work being performed within the facility and adherence to confidentiality standards

Basic computer skills, including Microsoft Office

Preferences

Experience:

Experience in engineering, construction, or other building maintenance

Experience in a medical office, laboratory, or law enforcement agency

General Information

Position Type, and Typical Hours of Work:

Full-time; 40 hours / week, Monday – Friday

Weekends and evening shifts may be necessary

Must be available to work during severe weather events or other emergencies

Work Environment:

Office / morgue / laboratory / outdoor setting

Potential Exposures:

The Institute of Forensic Sciences provides medical examiner and crime lab services for Harris County.

The work performed is sensitive and serious and routinely deals with criminal evidence and deaths of adults and children that resulted from violence, natural disease, or other causes.

While this position won’t have any direct contact with evidence or decedents, there will be exposure which may be emotionally taxing

Exposure to unpleasant odors and/or loud noises

Exposure to biohazardous's materials

Physical Demands:

Requires physical strength to lift up to 100 pounds in the routine performance of duties

Lifting, pushing, pulling, bending, and climbing ladders necessary

Reporting Relationships:

Reports To: Facilities Manager, Chief of Staff & Chief Operating Officer

Employment may be contingent on passing a drug screen and meeting other standards.
