The Maryland Prescription Drug Affordability Board (PDAB) is the first agency of its kind in the country—an independent, forward-thinking unit of state government dedicated to making prescription drugs more affordable and accessible for all Marylanders.

Main Purpose of Job

The Health Policy Analyst Advanced is responsible for performing analytic review and interpretation of data relevant to the operations and mission of the Prescription Drug Affordability Board (PDAB) in order to inform policy and decisions made by the PDAB, and support implementation of Cost Reviews and other key operations.

The Health Policy Analyst Advanced will also develop public-facing static and interactive data reports to promote and improve public understanding of prescription drug affordability. This position will assess, review, and analyze data from a range of sources including, but not limited to, health claims data from the Maryland Medical Claims Database (MCDB), data from proprietary drug pricing databases, data submitted by partner entities, as well as other relevant data sets.

The Health Policy Analyst Advanced will report to the Executive Director. The Health Policy Analyst Advanced duties will affect critical PDAB functions such as: annual drug pricing trend reports and other required reports, policy assessments and recommendations, drug Cost Review eligibility, selection and review, and other data-driven functions.

MINIMUM QUALIFICATIONS

Education: A Bachelor's degree from an accredited college or university.

Experience: Three years of experience evaluating, analyzing, researching and developing health care services, policies and programs.

Notes:

1. Candidates may substitute the possession of a Master's degree in Health Sciences, Health Care Administration, Public Health, Public Policy or closely related field for one year of the required experience.

2. Candidates may substitute the possession of a Doctorate degree in Health Sciences, Health Care Administration, Public Health, Public Policy or closely related field for two years of the required experience.

DESIRED OR PREFERRED QUALIFICATIONS

Experience with analyzing health claims data, especially related to pharmacy benefit drugs and medical benefit drugs, is preferred

Working knowledge of SAS, SQL, and Excel

Proficiency in a coding language, such as SAS, R, or Python

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.
