NOTE: Salary range is $70,859.36 - $92,114.88 (Compensation within the range is determined base on experience, skills, and education).

JOB SUMMARY

The Controller is responsible for overseeing and managing the City’s day-to-day accounting operations, financial reporting, reconciliations, audits, and compliance processes. This position plays a key role in ensuring the accuracy and integrity of financial data and serves as a primary point of contact for external auditors and internal departments on financial matters.

ESSENTIAL JOB FUNCTIONS

Perform monthly reconciliations and investigate discrepancies for all balance sheet and income statement accounts; prepare monthly report for the City Manager’s Office.

Maintains and tracks the City’s cash and investment records, including monthly bank reconciliations.

Process all City debt service payments and maintain the comprehensive debt schedule.

Record annual depreciation entries and prepare related schedules for external audits.

Reviews monthly revenue report and ensures reconciliation with the General Ledger.

Oversee capital assets and ensure reconciliation with the General Ledger.

Provide financial data and documentation to external parties as required.

Audit financial transactions and support the development and implementation of accounting control procedures.

Prepares special financial reports by collecting, analyzing, and summarizing account information.

Conduct internal audits of inventory and fixed assets to ensure accurate reporting.

Complete and submit all annual compliance reports timely and accurately.

Posts or oversee the posting of cash receipts to General Ledger.

Record various expenses to the general ledger including, but not limited to, health insurance, postage inventory, fuel and parts inventory, and other similar expense activities.

Serve as the liaison for the annual external audit process, including preparation of the Annual Comprehensive Financial Report (ACFR), and assist with the City’s budget documentation as needed.

Respond to internal inquiries and assist departments with routine accounting issues.

Stay current with relevant policies, procedures, regulations, and best practices through ongoing training, reading, and participation in relevant meetings and conferences.

Supervise assigned staff, providing guidance, oversight, and performance management; serve as backup for these roles as needed.

Must be able to work some Saturdays during September and October for fiscal year-end close-out and audit preparation.

MINIMUM EDUCATION AND EXPERIENCE REQUIREMENTS

Bachelor’s Degree in finance, accounting, business administration or closely related field and (7) years of relevant experience; or an equivalent combination of education and experience. Master’s Degree preferred. Must be able to work Saturdays and weeknights on occasion.
