Summary
Our client, a Fortune 500 Pharmaceutical Company, has engaged GForce to provide a Project Controls Director who will be reporting to the Program Director. The Project Controls Director (“PCD”) shall lead aspects of the Project Controls Program including the tracking, management and reporting on the financial performance of capital projects including the Tarrytown Campus Expansion Project. Working with the Program Directors, the Project Management team, and the Project Controls team, the PCD shall oversee the program for the tracking of key areas of financial reporting, including but not limited to budget, forecasted and actual commitment and spend, and other critical cost areas.
Responsibilities
General:
Working with the Project Controls team:
Lead the tracking of budget, commitment and spend for all individual projects.
Review of all program and project schedules as required by Project Management teams.
Review financial information from external parties as required.
Oversee working with the Tax team to support the Sales Tax Exemption Program reporting requirements.
Oversee working with IA to support the Internal Audit reporting requirements.
Work with the Program and Project Directors, Project Managers, other project team members and other parties as needed, to support key areas of project controls activity and deliverables.
Provide administrative support to Accounting and Finance teams as required at the program and project level.
Participate in Executive and leadership meetings and presentations as required during the life cycle of the program.
Executive Reporting:
Participate in executive reporting needs and frequency.
Prepare and issue Executive Project Controls reports as needed throughout the life cycle of the program.
Schedule Review:
Review Master Program Schedule and individual project schedules.
Participate as required in program schedule review and analysis.
Funding Tracking and Reporting:
Support the tracking of all funding requests.
Budget Tracking and Reporting:
Oversee the tracking of Master Control Budget and project budgets.
Oversee the tracking of budget transfers and update of Master Control Budget and project budgets.
Support update of databases by Unifier team based on Management direction.
Commitment Tracking and Reporting:
Oversee the tracking of all project commitments, including purchase order tracking and miscellaneous cost tracking.
Work with Program Directors and Project Managers to confirm new commitments against approved project budgets.
Support update of databases by Unifier team based on Management direction.
Support Unifier team on complex PO commitment allocations by destination project.
Spend Tracking and Reporting:
Oversee the tracking of project spend and update of Master Control Budget and project budgets.
Support Unifier team on complex PO spend allocations by destination project.
Sales Tax Tracking and Reporting:
As directed by the Tax team, provide support for tracking and reporting by the Tax team for the Sales Tax Exemption Programs.
TTCX Internal Audit Monitoring Program Support and Reporting:
Work with IA and Management, provide support, documentation as requested during the ongoing monitoring program, and the creation of remediation plans based on IA observations.
Risk Tracking:
Oversee financial risk tracking by Project Management for all identified project risks, throughout the life cycle of the project.
Close Out:
Support the provision of documentation as required to financially close out all individual projects as per Playbook requirements.
Requirements
Bachelor’s degree in Accounting or Capital Finance or related degree
8+ years of experience in Construction financial reporting, project accounting related to construction activities
Ability to present to and interface with executive-level personnel for high level project reporting and presentation.
Ability to lead organization of daily, weekly and monthly project requirements including providing ‘Look-Ahead’ reports.
In-depth knowledge of Excel, PowerPoint and financial database systems.
Ability to lead the creation and updating of financial reports and presentations for Senior Leadership on a regular basis.
Experience working on large scale, multi-year construction projects, especially involving large teams and multiple simultaneous construction activities.
Extroverted personality with strong people skills and ability to manage a project team.
Must be personable, self-directed and able to teach self new skills.
