The Child Welfare Program Director is responsible for the administration and oversight of a continuum of child welfare services. This position oversees contractual requirements, personnel, and purchased services and supports to ensure exceptional quality of care and performance outcomes for ongoing child welfare cases. The Child Welfare Program Director establishes a practice culture supporting innovation, community based and least restrictive care with a focus on family preservation initiatives and kinship supports. This position is responsible for prudent and effective financial program management while concurrently leading the program to meet or exceed established safety, permanency, and well-being measures.
RESPONSIBILITIES
Overall administration of the Care Management program. These duties include, but are not limited to:
Leading the response to contract procurement which reflects program innovation, the ability to meet/exceed contract terms, historical performance, and competitive advantage;
Ensuring full knowledge and ongoing compliance with all components of the Managed Care contract;
Securing all necessary subcontracts to effectively provide a full array of services and support that reflect a robust system of care for families;
Establishing the annual program budget with monthly monitoring of performance including the development and implementation of corrective measures when performance is misaligned with budgetary projections;
Possessing and maintaining proficiency in child welfare operations and service delivery which is demonstrative of best practice, rule adherence, and practice modernization. Direct the human resource needs of the program. These duties include, but are not limited to:
Determining and implementing the staffing structure of the program which ensures adequate resources to meet contract terms and achieve performance measures while concurrently adhering to the established program budget;
Supporting organizational employee retention goals through a program culture which reflects strong employee support, continual professional development, and team member value;
Liaising with the Human Resources team to adequately address workforce needs which are inclusive of talent acquisition, personnel requirements, and employee performance management;
Developing and maintaining employee competency expectations which drive robust program performance results;
Safeguarding program outcomes through ensuring workforce adequacy which both addresses current needs and is anticipatory of developing program needs. Lead the practice culture of the program which assures access to a comprehensive system of care for families which promotes safety, family preservation, timely reunification, permanency, and well-being. These duties include, but are not limited to:
Creating child welfare supports and interventions that allow families to remain intact through effective case management and resource development;
Establishing strong kinship programming which ensures prioritization of kin identification and supports and an increasing use of kinship over non-relative care;
Diverting the use of restrictive, congregate care though the development of timely community-based supports and the advancement of plans of care which represent the creative use of services and supports;
Leading continuous quality improvement (CQI) and utilization management (UM) efforts which measure practice alignment per contractual obligations and elevates CQI/UM to the promotion of least restrictive care through accessibility to a comprehensive community-based service array;
Partnering effectively with service providers to promote a responsive, accessible practice environment where resources are readily available to families resulting from the collaborative nature of the Care Management/provider partnership. Conduct program advancement activities through strategic leadership and management. These duties include, but are not limited to:
Integrating Care Management program operations into overall agency functioning by ensuring strong, effective collaboration with internal resources;
Creating a culture of shared leadership and joint accountability;
Representing program operations with funders by partnering in a manner which is mutually respectful and responsive;
Measuring program outcomes and responding proactively when performance is not meeting best practice standards;
Continually improving NYAP child welfare practice so that children and youth can remain with their families or with someone they know.
Perform other duties as assigned. MINIMUM QUALIFICATIONS
Minimum of a bachelor's degree in social services with at least ten years of child welfare administrative experience. Master's degree and professional licensure preferred.
Competency and fluency in use of the Statewide Automated Child Welfare Information System (SACWIS)
Proficient use of desktop and laptop computers, smart phones and tablets, printers, fax machines and photocopiers as well as software including word processing, spreadsheet and database programs. OTHER REQUIRED SKILLS
Excellent customer service, communication, organizational, time management, and problem-solving skills
Must be confident in public speaking. Driving and Vehicle Requirements
Valid driver's license
Reliable personal transportation
Good driving record
Minimum automobile insurance coverage of $100,000/$300,000 bodily injury liability
