POSITION PURPOSE / IMPORTANT APPLICATION INFORMATION

The System Administrator position is a professional level position in the Information Technology Department that is responsible for providing systems management and integration for servers, both physical and virtual, storage, personal computers, and supported applications running in a Microsoft Windows Server and LAN/WAN environment. This position will require occasional evening and weekend hours and will participate in on-call rotation for after-hours emergencies. Independent decision-making is required, and work is performed independently and under the general supervision of the Systems Administrator Supervisor.

The full salary range for this position is stated above. The starting range of pay is dependent on qualifications and experience of each individual candidate. The City of Westminster has a Multilingual Stipend Program to encourage, and reward benefited employees who are conversationally fluent in languages other than English. Benefited employees have the opportunity to test their language proficiency skills and qualify for a bi-weekly stipend that will vary based on the employee's level of proficiency and usage.

Essential Job Functions, Duties, Responsibilities, and Tasks

1. Systems Administration & Infrastructure Management

Administering, configuring, and monitoring enterprise servers on-premises or in the cloud, including Active Directory, Group Policy, DNS, DHCP, IIS, SQL/Oracle DB

Install, configure, update, and maintain physical and virtual servers (Windows, Linux, etc.)

Support storage hardware architectures (SAN/NAS/Local)

Conduct server hardening, continuous monitoring, and performance tuning to ensure system security and efficiency

Manage and utilize tools (Ivanti, Jamf, Intune, Autopilot) to streamline routine system maintenance tasks, such as Imaging, OS updates, patches, and backups, to ensure data integrity

Provides server support related to business applications including J.D. Edwards, Central Square 2. Technical Support & Incident Management

Manage incident resolution through ticketing system, providing timely support to users

Provide systems management, integration, and troubleshooting for all supported personal computer hardware, software, and peripherals

Provide end-user training on hardware and software best practices

Monitor anti-virus for virus issues, and collaborate with designated experts on the System Team on virus identification, isolation, and remediation

Maintain consistent, reliable, and punctual attendance 3. Technology Evaluation & Strategic Planning

Serve as project lead or participant in the evaluation and selection of new technology

Evaluate organizational needs and recommend new software solutions to enhance system security, operational efficiency, and overall reliability

Evaluate needs and recommend hardware and software upgrades for servers and PCs

Manage relationships with hardware/software vendors to optimize service and cost efficiency

Coordinate services with hardware and software support vendors

Ensure sustained high performance, availability, and reliability for mission-critical systems and key business applications 4. Development & Integration

Develop, test, and document automation scripts using PowerShell and other languages

Provide support with Software Engineers for application and database integrations 5. Documentation & Compliance

Create and maintain technical documentation for installation, configuration, troubleshooting, and disaster recovery

Manage software license compliance for City IT assets

Consult with users to assess technology needs and deliver appropriate solutions 6. Maintain consistent, reliable, and punctual attendance

POSITION REQUIREMENTS/WORKING CONDITIONS/PRE-EMPLOYMENT REQUIREMENTS

Education, Experience, Skills, Formal Training, Licenses, and Certifications

Required:

Associates degree or greater in Computer Science, Information Systems, Information Technology, or related field

A minimum of four (4) years of experience in the Information Technology field performing server administration duties and supporting PCs in a LAN environment

Experience with Windows 2019, 2022, and 2025 Server, Windows 10/11, Active Directory, DNS, TCP/IP, Office 365 administration and apps.

Possess and maintain a valid driver license and safe driving record throughout employment Preferred:

Experience in managing Microsoft Exchange, J.D. Edwards, Central Square, Microsoft IIS, Microsoft SQL Server, and Oracle environments

Working Knowledge of Microsoft Azure/M365 or AWS

Formal technical training or professional certification in any of these preferred technologies

Bachelor's degree in Computer Science or related field

Possession of certification: VMWare Certified Professional - Data Center Virtualization

Microsoft Certified: Azure Administrator Associate

Microsoft Certified: Azure Fundamentals Any equivalent combination of education, training, and experience, which would provide the required knowledge and skills, may be considered.

Physical Requirements

Work is sedentary in nature and requires sufficient physical stamina and strength for:

Constant sitting to perform daily tasks; occasional walking through a multilevel facility to retrieve information; frequent standing, sometimes for extended periods

Frequent squatting, reaching above shoulder, and twisting to file documents and lift supplies and material; occasional bending, kneeling, climbing, balancing, and reaching below shoulder to store documents, material, and supplies

Constant light grasp, fine manipulation, and handling to perform daily duties; occasional firm grasp to safely use equipment

Frequent lifting, carrying, and pushing and/or pulling of up to ten (10) pounds to move material and supplies; occasional lifting and pushing and/or pulling of up to 25 pounds with dollies and carts WORKING CONDITIONS

Work is constantly performed indoors. This is primarily sedentary office work. Must demonstrate the ability to meet the physical demands of the job, including the ability to retrieve information from various locations in the office when needed. Exposure to periods of high activity and stress under demanding conditions. The position requires a great deal of communication with City employees, the public, and outside agencies.

401(a) Contribution Rates:

Employee Mandatory Contribution: 11.5% of your base pay. Contributions are pre-tax and fully vested.

Employer Contribution: 12% of your base pay.
