The Director of the Assessment Center is responsible for the overall leadership, management, and operation of the Juvenile Assessment Center, including the Court's Diversion Program. This includes: supervising staff; providing quality assurance for Assessment Center and Diversion processes; developing and implementing policies, procedures and best practices for intakes, screenings, assessments, case management and diversion hearings and case plans; overseeing intake and assessment services for youth referred by law enforcement or other agencies; ensuring compliance with state and local regulations; and collaborating with community partners to ensure that at-risk and diversion youth and their families receive appropriate services and interventions. The Director is responsible for expanding awareness, availability and ease of access to these services throughout the community.
This position is an unclassified employee pursuant to Ohio Revised Code Section 124.11(A)(9) and serves at the pleasure of the Judge pursuant to Ohio Revised Code Section 2151.13.
Duties/Responsibilities
JOB DUTIES (Examples may not be comprehensive):Program Operations and Services: Oversee and complete comprehensive assessment and referral services for juveniles and their family units, including needs assessments, risk assessments, substance abuse screenings, mental health evaluations, and/or other needs-based service referrals. Monitor and ensure timely, appropriate intervention and case management. Maintain and develop policies and procedures in accordance with applicable laws and standards; ensure policies and procedures are properly implemented. Develop, plan, administer and/or delegate program operations and services; enter into contractual agreements with service providers; ensure licensure is current and routine oversight. Implement and monitor quality assurance measures; conduct operations and incident reviews, including preventative maintenance planning; maintain and supervise information systems and research projects. Oversee agency records and reports policy and management; prepare annual report and oversee development of other agency promotional materials. Evaluate program service and delivery; formulate annual goals. In conjunction with Intervention Center Director, oversee facility maintenance and capital improvement projects; direct and delegate special projects and programming; ensure orderliness and cleanliness of facility towards positive image and compliance with health and safety code regulations; ensure operational security system and technology support.
Personnel: Provide visionary leadership and oversee all center operations and staffing. Recruit, interview, train select candidates for all positions and provide ongoing professional development; provide direct supervision; supervise evaluation of staff in performance of duties including probationary and annual evaluations. Specify organizational tasks and responsibilities. Oversee scheduling to ensure proper work force. Decide corrective action regarding violations of policy, procedure and other regulations in conjunction with Court HR. Investigate and respond to youth, employee and public concerns; resolve complaints and arbitrate disputes. Communicate goals, objectives and mission of the organization to personnel. Promote positive work environment, teamwork and open communication. Conduct regular meetings with community partners.
Program Development and Quality Assurance: The Director is responsible for identifying, implementing, and reviewing referral processes, intakes, evaluations/assessments to address needs, such as academic, behavioral, socioeconomic or emotional support and case planning objectives for the Assessment Center and Diversion. Conduct, track and analyze program data; provide analysis to inform establishment of annual goals. Ensure safety and hygiene of work environment. Assist with program monitoring by the Ohio Department of Youth Services, including site reviews and annual audits. Monitor program and service outcomes and implement strategies for continuous quality improvement and operational efficiency. Ensure compliance with state statutes, funding agency requirements, and accreditation standards. Prepare and submit monthly, quarterly, and annual reports on program outcomes, trends, and operational metrics. Leads the center's strategic planning and grant writing efforts, including special projects.
Fiscal Management: The Juvenile Assessment Center is funded through the Court's Reclaim Grant with the Ohio Department of Youth Services. The Director is responsible for coordinating fiscal operations in collaboration with the Court's Fiscal Department. This includes: ensuring compliance with the applicable budgets; overseeing employee time clock management and leave requests; monitoring grant requirements, including inventory and submission of grant reports; review expenditures and forecast program needs to ensure accountability of purchasing; audit review and corrective action; manage contractual agreements; and research and pursue alternate sources of revenue, including additional grant opportunities to support program sustainability and growth.
Community and Public Relations: Ensure the organization and its mission, programs and services present a positive image. Establish and maintain strong relationships with clients, families, referral sources, funding agencies, community organizations, and other stakeholders. Act as liaison with the public, other youth service agencies including the Ohio Department of Youth Services, court officials, mental health practitioners, child welfare agencies, social services workers, medical personnel, university personnel, parents/guardians, students, case workers, school officials, law enforcement agencies. Promote and maintain efforts to raise awareness about the program's activities: deliver presentations; ensure web-site maintenance; implement measures to determine and respond to client satisfaction; draft official correspondence; network with community organizations and individuals to actualize the community-based services approach. Address and resolve client concerns, staff issues, and operational challenges in a timely, professional manner. Develop Memoranda of Understanding (MOUs) with partner agencies as needed.
Meetings/Committees/Trainings: Represent the Assessment Center at interagency meetings, community forums, and public events. Attends internal and external meetings, including but not limited to Assessment Team Meeting; Greene County Juvenile Court Director's Meeting; Ohio Department of Youth Services RECLAIM Meeting and any approved trainings. Serves on community-based committees/panels. Attends all other meetings, committees and/or panels as identified, as needed.
Any and all other duties as assigned by the Judge and/or Court Administrator.
Minimum Qualifications
MINIMUM REQUIREMENTS (Examples may not be comprehensive):
Bachelor's Degree in Criminal Justice, Social Work, Sociology, Childhood Development, humanities or related field or any combination of education and professional experience commensurate with a degree - Master's Degree preferred; minimum of (3) years of administrative experience; and/or five (5) years in related field working with youth and families in an organized setting or equivalent combination of education and/or work experience with youth and/or juvenile offenders sufficient to perform the job duties as listed above and including 2 years in a supervisory or management role.
Satisfactory completion of a criminal background check and professional reference check; affirmative duty to report prior and/or current misconduct; confirmation of valid Drivers' license; and confirmation of degrees, licenses and or/certificates. Misconduct includes any criminal charges, traffic violations, substantiated child abuse charges or convictions, substantiated allegations of sexual abuse or sexual harassment involving your former or current employer, and any newsworthy information that may be detrimental to the employee or Greene County Juvenile Court.

WORK CONDITIONS (Examples may not be comprehensive):
Greene County Juvenile Court is located at 2100 Greene Way Blvd, Xenia, OH 45385; the Assessment and Intervention Centers are located immediately behind the Court at 701 Dayton-Xenia Road, Xenia OH 45385. The Juvenile Court campus includes the Court, Detention Center, Miami Valley Juvenile Rehabilitation Center, and Assessment and Intervention Centers, as well as accompanying outdoor spaces. The Assessment and Intervention Center (AIC) is a low security office and group activity setting for male and female youth ages 12-18. Youth interactions may occur with youth under the age of 12. Exposure to work conditions may range from remote to frequent based on circumstances and factors that may not be predictable. Ability to complete sedentary work. Duties may also require bending, crouching, kneeling, reaching, standing and lifting up to 50 pounds. Duties may require operating and/ or riding in a vehicle. Potential for:
• Exposure to adverse weather conditions and temperature extremes;
• Adverse contact with aggressive, disruptive and/or unruly individuals;
• Exposure to blook-borne pathogens and communicable diseases.
Work is to be conducted onsite with occasional travel for conferences, trainings or community engagement. Work occurs, at times, in a fast-paced environment involving strict deadlines. The work environment represents those an employee encounters while performing the essential functions of this job. Work schedule is flexible with core working hours being Monday-Friday, 8am-4pm; Director hours may vary based upon youth, family and community needs, as well as occasional evening hours for outreach opportunities. On call status is expected in light of accommodations which may be made to serve youth and families. Any schedule adjustments must be approved by the Administrative Judge. Full time hours are expected at 35 hours per week and is subject to 24-hours, on call status to assist volunteers.
