The City of Pearland, TX is seeking to hire a full-time Management Assistant to support the Pearland's Police Department.

The Management Assistant earns a competitive hourly salary of $71,000 - $90,000/annually, based on qualifications. Additionally, the city pays all premiums for our employees' dental, long-term disability protection, and life insurance plus the majority portion of the medical premium for employees and their dependents. A DAY IN THE LIFE OF A MANAGEMENT ASSISTANT

Job Summary: Responsible for routine complex administrative duties performed in coordinating various financial activities of the Police department requiring broad knowledge of the operation and statutory requirements pertaining to its function. Works under the direction of the Chief of Police. Manages and directs all financial activities related to the daily business operations of the department. Develops and implements all fiscal policies and procedures for the department to ensure that all procurement, payroll, and fiscal obligations are met in accordance with federal, state and local laws. Oversees, in a participatory manner, duties and responsibilities which include, but are not limited to: budgetary development, monitoring and analysis, accounts payable/receivable, proper record management and procurement.

Essential Functions

Works closely with the Chiefs and departmental leaders, keeping them well informed of upcoming responsibilities and pressing issues.

Develop and manage the Department's $44M budget, prepare reports for executive staff, and attend council meetings regarding the City's budget.

Supervise administrative staff performing payroll and accounts payable functions for the department.

Oversee all financial operations and personnel management for the department and oversee regulatory compliance in special revenue and grant funds.

Develop departmental policies and design operational processes to enhance efficiency.

Conduct cost analysis and other financial analysis to determine feasibility of projects and programs.

Manage procurement and contracts for the department, maintaining compliance with state and federal regulations.

Provide analysis and summary of best practices and forward-thinking techniques that are applicable in Pearland for the betterment of city operations and services to the citizens.

Assist in the collection and analysis of information and research trends in financial management and operations for executive decision making.

Prepare correspondence and other publications for the department as requested. Process and complete detailed forms and reports as directed.

Represent the Police Department at various meetings and events.

Assist City staff with projects and act as liaison between departments.

Education, Experience, and Licenses

Bachelors' Degree in Business, Finance, Public Administration or related field.

Five years of experience working for a municipality managing financial data and processes, including budgeting, payroll administration and procurement, or an equivalent combination of education and experience which provides requisite knowledge, skills and abilities necessary for success.
