Salary:
ESI is seeking to obtain skilled Java Developer(s) and Senior IT Specialist(s) Staff supplemental resources and services for Maintenance & Enhancements (M&E) of AVS & PTC. This support and services will be required to assist existing IRS AVS & PTC development Full-Time Equivalents (FTEs) resources in designing, development, configuration, integration, implementation, and maintenance of the services. AVS software will be used to enable the IRS to comply with the PPACA and to support the IRS in processing health insurance-related tax forms and schedules. PTC software supports ACA Open Enrollment (OE) through State and Federal Healthcare Exchanges. The desired end state is to keep current the AVS & PTC processing systems responsible for integrating with the Current Processing Environment (CPE) to perform compliance checks and validate information on health insurance- related tax forms and calculator to support PPACA. Additionally, this PWS is to obtain qualified and experienced IRS Vendor(s) that possess CMMI Level 3 certification or higher in accordance with (IAW) IRS Policy and Procedures Memorandum No. 39.1(B) dated July 10, 2013, who will work as part of an Integrated Project Team (IPT) utilizing the One Software Development Lifecycle (SDLC) or other similar methodologies required by IRS. This Vendor shall be tasked with supporting IRS AVS resources with the following:
Duties & Responsibilities
Provide general project management oversight and reporting.
Create Application Programming Interfaces (APIs) as necessary to enable integration with existing Current Processing Environment (CPE)/Legacy 7 of 137 systems.
Work with ACA and existing CPE/legacy projects to analyze suitability of existing and candidate data interfaces to transfer or retrieve.
Design, develop and maintain the Legacy Information Return such as validation and information return submission processing functionality required to process ACA data.
Design, develop and maintain Extensible Mark Up Language (XML) and Extract Transform Load (ETL) interface output files required for AVS data downstream. submission processing
Provide input and assist with creation a Requirements Traceability Matrix to include Business System requirements for AVS.
Design, develop, document, and maintain software coding requirements.
Develop Java software code operational documentation.
Support the creation and updates of computer operator handbooks and other related manuals.
Perform software development, middleware configuration and automated enrollment support in the implementation of AVS & PTC.
Support the identification, tracking, resolution, release and installation of maintenance updates for deficiencies in developed applications.
Provide training support as required to IRS AVS & PTC resources to develop and/or enhance their skill set necessary to maintain the implemented applications.
Support tracking and reporting application related defects.
Support testing, regression testing and coding as is necessary to identify, isolate and resolve defects.
Support the design, build, delivering and maintenance of the AVS & PTC Submission Processing Systems in all IRS environments: Development, Test, Production and Alternate Site Processing (ASP)/Disaster Recovery environments.
Provide software installation, configuration, performance tuning, backup/restore and application development support.
Support service restoration, root-cause analysis, and/or corrective action processes
Support infrastructure currency by upgrading operating platform, software versions, and security patches compliant to IRS Enterprise Standards Profile (ESP)
Support changes to the ACA, AVS, and PTC architecture in accordance with Enterprise Services recommendations.
Support remediation of security vulnerabilities identified through various IRS security scans and support creating and maintenance of POAMs and/or RAFTs when needed.
Identify, report, track, monitor and mitigate potential risks to the AVS & PTC pertaining to project schedule, resources and scope following the IRS IT risk management process.
Support implementation of procedures and certification requirements for compliance with IRS standards, data administration, (e.g. software distribution, source control, version control, and packaging of releases). Detailed information about IRS standards will be provided to the Vendor upon award.
Design and validate enterprise SiteMinder and/or Ping Identity security features, reliability, performance, and capacity requirements.
Contractor resources periodic performance reviews will be conducted by IRS FTEs.
Provide IT security initiatives that are critical to delivering security services to support 8 of 137 Filing Season requirements.
Qualifications
Active IRS MBI Clearance Required
Bachelor's Degree
Familiarity with Agile Frameworks & Java Development
Experience with JBOSS, Red Hat & Middleware Support
ETL Data & Systems Integration
