About the Position

To ensure compliance with U.S. export control laws and regulations—including the Export Administration Regulations (EAR), International Traffic in Arms Regulations (ITAR), and sanctions enforced by the Office of Foreign Assets Control (OFAC)—the Department of Homeland Security (DHS) established the Export Controls Group (ECG) within its Science and Technology Directorate in 2015. The ECG serves as the primary unit responsible for developing, maintaining, and implementing DHS's export controls compliance program. It also promotes awareness of export controls compliance obligations within the Department through outreach and training programs for DHS components. The ECG provides technical, scientific, and regulatory expertise to DHS's export control-related interagency and international activities.

Dexis is assembling a team of technical experts, including analysts and managers, to support DHS' ECG federal employee team through a contract (Export Controls Group Support). The Junior Analyst is responsible supporting the DHS Export Controls Group by assisting in the identification and classification of export-controlled technologies, preparing draft compliance documentation, and maintaining accurate records in export control databases. Working under the guidance of more senior Analysts, the Junior Analyst contributes to regulatory reviews, supports the development of training and outreach materials, and helps ensure departmental activities align with U.S. export control laws and internal DHS policies. This role requires strong analytical skills, attention to detail, and the ability to communicate technical and regulatory information effectively.

This position is based in Washington, DC and is contingent upon contract award.

Responsibilities

Support the classification of technologies, technical data, and services under the Export Administration Regulations (EAR) and International Traffic in Arms Regulations (ITAR), with supervision.

Contribute to the preparation of export control documentation, including classification justifications, draft license applications, and technical assistance agreements.

Participate in systematic reviews of DHS programs and projects to help evaluate compliance with U.S. export control laws and internal DHS policies.

Gather, interpret, and summarize technical and regulatory information to inform compliance reviews and assist in identifying export-controlled technologies and activities.

Assist in organizing and updating export compliance documentation and databases to ensure completeness and accuracy in recordkeeping.

Provide support in preparing training materials, presentations, and outreach communications to promote awareness of export control responsibilities within DHS and among external stakeholders.

Collaborate with Senior and Journeyman Analysts, as well as federal staff, to ensure timely and accurate completion of export compliance tasks.

Qualifications

Bachelor's degree in a relevant field such as international affairs, public policy, engineering, physical sciences, information technology, or a related discipline.

Minimum of three (3) years of demonstrated experience and knowledge of U.S. export control regulations, including the EAR and ITAR.

Basic familiarity with export classification processes, including the ability to support classification of technologies and services under ECCNs and USML categories, with guidance.

Strong written and oral communication skills with the ability to deliver clear, reasoned, and concise input on proposed transactions and compliance matters.

Experience supporting regulatory compliance efforts within a government or federally funded environment.

Proficiency in organizing technical information, preparing documentation, and managing compliance records.

U.S. citizenship and the ability to obtain and maintain a Secret security clearance. Preferred Qualifications

Experience supporting export control programs at DHS, the Department of Commerce, Department of State, or other federal agencies.

Familiarity with DHS S&T's mission areas, particularly technologies with homeland security applications.

Foundational understanding of CFIUS processes and the intersection between export controls and foreign investment reviews.

Below is the pay range aligned with this position. When developing a range, Dexis evaluates compensation holistically, triangulating between external market research, our budget for the position, and internal equity to arrive at a figure that is fair and competitive. Offers within this range will be based on an individual candidate's qualification, relevant education and experience, skills, performance, and organizational needs.

Dexis pay range for this role:

$70,000—$130,000 USD
