Under the direction of the Transit Manager, the Transit Operations Supervisor is responsible for oversight of transit drivers, dispatchers, and provides operational support for all Lewiston Transit System services. This position administers the agencies Federal Transit Administration (FTA) Drug and Alcohol Testing program, and serves as the Safety and Security Officer for the Transit Division, and ensures agency compliance with applicable federal, state and local laws and regulations. The Transit Operations Supervisor works closely with the Transit Manager in development of service improvements, staffing, budgeting, and management of special projects. An employee in this class may be required to act as the Transit Manager in his/her absence, perform dispatching or transit driving duties within the Transit Division as required. This position's duties do require on-call availability after typical business hours in order to respond to emergency situation or address operational issues. This position is primarily Monday through Friday, however some Saturdays may be required.

Supervises transit drivers and dispatchers, resolving personnel issues, providing guidance and direction and creating a supportive environment that encourages subordinates to take initiative and assume responsibility for providing high quality public transit service.

Oversees daily transit operations, including shift scheduling, equipment utilization, responding expediently and courteously to customer inquiries or resolving complaints professionally and satisfactorily.

Makes recommendations regarding transit budget, staffing, service delivery, procurement, and other special projects to the Transit Manager.

Provide training to transit personnel in the safe operation of transit vehicles and equipment, and how to appropriately assist passengers with a wide range of abilities or disabilities in a safe manner that complies with the American with Disability Act (ADA).

Conduct annual employee evaluations of transit staff in conjunction with the Transit Manager.

Acts as Designated Employer Representative (DER) to maintain integrity of the agency's FTA drug and alcohol testing program, including scheduling all random tests required under the FTA, and overseeing the Third-Party Administrator (TPA) to ensure they follow all FTA and DOT regulations.

Assures compliance with FTA, DOT, and City policies during all operations and maintains the confidentiality of all records.

Performs duties of Safety and Security Officer for the Transit Division. Evaluates the risk of accidents, theft, vandalism, etc. to equipment and facilities and establishes safety/security and emergency management plans.

Responds to emergency situations, including during hazardous and severe weather conditions to coordinate with public safety and Fleet Maintenance Division personnel as needed.

Thoroughly conduct incident/accident investigations, including making determinations for post-accident drug and alcohol testing, and ensuring appropriate reporting is submitted to risk management staff. Determine and implement appropriate curative training when necessary.

Coordinates with the Fleet Maintenance Division to ensure all transit vehicles are maintained in accordance with applicable agency policies and local, state and federal regulations.

Conduct customer eligibility assessments for paratransit service and provide transit travel training to both individuals and groups off-site.

Prepares and maintains reports, records, statistical information, plans and operating procedures to comply with local, state and federal requirements.

Requisitions supplies and materials for the Transit Division, adhering to City financial authorization procedures.

Performs all work duties and activities in accordance with city policies, procedures and safety practices.

Performs other related duties as assigned. Required:

High school diploma, GED, or equivalent.

Three years of progressively responsible supervisory, management, transit or related experience.

Possession of a valid Commercial Driver License (Idaho Class B or out-of-state equivalent) with either P (Passenger) or S (School Bus) endorsement for minimum of two years & proof of current DOT Medical Examination.

Proficiency in Microsoft Office Suite, with the ability to demonstrate intermediate knowledge of Excel.

Ability to pass a drug screen, driving record and background check upon offer of employment.

This position is safety sensitive and is subject to DOT random drug & alcohol testing.

Applicant must be at least 21 years of age. Preferred:

Bachelor's Degree in Transportation, Logistics Management, Public Administration, Business Administration, Urban Planning, or related field.

Any equivalent combination of education and experience sufficient to successfully perform the essential duties of the job as listed above.

Experience working with elderly and disabled populations.

Experience in a public sector or municipal environment.

Knowledge of principles and practices of employee supervision, direction, training, enforcement of rules, regulations and procedures; and ability to keep staff well-informed of new and changing federal regulations relevant to the Transit Division and be knowledgeable of the principles and practices of public fixed-route transit and paratransit services. Knowledge and Abilities:

Knowledge of safety aspects and risks involved with the operation of transit vehicles and assisting passengers.

While performing the duties of this position, employees are regularly required to use oral and written communication skills including the ability to read and interpret data; analyze and solve problems with given data; write reports and correspondence in a coherent manner.

Candidates must demonstrate the ability to plan, organize, and perform a variety of administrative duties such as operate a personal computer using applications appropriate for assigned duties, maintain statistical and financial records and prepare reports from such records, document and process information in a timely manner.

Candidates must possess a strong commitment to customer service and the communications skills to explain policies and procedures simply and calmly to customers; maintain a good working relationship with all supervisors, co-workers and the general public; interact in a professional manner which shows courtesy, consideration, tact, and demonstrates sensitivity to a diverse group of clientele including elderly and/or disabled clients.

Ability to multi-task and handle emergency situations with confidence, maintain a calm demeanor when communicating by telephone and 2-way radio, and perform in accordance with current policies and operational procedures of the Transit Division.

Prepare correspondence, memoranda, reports, agendas, schedules and other documents assuring proper layout, grammatical composition and inclusion of all pertinent information.

Ability to safeguard sensitive or confidential information from intentional or unintentional disclosure.

Candidate must possess a basic understanding of budgeting and payroll procedures.

Candidate must possess a basic understanding of vehicle mechanics, maintenance principals and possess some diagnostic ability.

Ability to operate transit vehicles in a safe manner.

Ability to learn and interpret appropriate federal/state/local regulations as required.

Ability to maintain a strong attendance record, report on time in proper work uniform, and work independently with minimal supervision.

Working Conditions

Work is performed primarily in an office environment while sitting or standing at a desk. Duties will require a great degree of speaking and hearing to communicate with the public and co-workers, both in person and through communications devices. The employee may occasionally work inside a transit bus or an outdoor environment and be subject to various types of weather conditions, noise, dust and odors. Physical activities include bending at the waist, climbing and walking over uneven surfaces, occasionally lifting, pushing, and pulling up to 50 pounds.

While driving, the employee may sit in a driver's seat for long periods of time The use of a full range of one's sense of hearing, including tone, pitch, and volume, is necessary while using a two-way radio or communicating with passengers and public. The physical ability to push and/or pull passengers in wheelchairs over short distances and stand and/or walk while performing vehicle inspections, conducting equipment maintenance, and assisting passengers or the general public is required.
