How You'll Contribute
As the Assistant Finance Director, you'll manage and coordinate all areas of the department's operations in support of policies, goals and objectives established by the Finance Director. This role includes technical accounting and fiscal management tasks as well as oversight of day-to-day departmental accounting operations, including the General Ledger, Accounts Payable, Accounts Receivable, Budget, Payroll, Purchasing, Internal Control, Cash Receipts, Treasury Management, Fixed Assets, Utility Billing, Customer Service, State/Federal Grant Compliance and the Annual Audit.
Essential Duties
Prepares monthly and annual financial statements for the City Council and Department Directors; assists with various financial reports required by the City, State of Illinois, and Federal Government.
Coordinates the preparation, reconciliation, and presentation of the City's annual three-year budget, including internal review materials, Council presentations, budget amendments, and the final published budget submitted to GFOA for consideration of the "Distinguished Budget Award."
Updates and maintains budget data in the City's financial software, ensuring all funds are balanced and monitored throughout the year, updates and rolls forward the adopted budget and any amendments.
Oversees the annual audit process, including preparation of year-end financial statements, internal audit work papers, SEFA, GASB entries, "Look Back," and other required schedules; ensures timely submission of the Annual Comprehensive Financial Report (ACFR) to GFOA for consideration of the "Certificate of Achievement for Excellence in Financial Reporting" and other grant-related filings such as GATA and IDHS reports; closes the fiscal year and rolls forward audited balances.
Manages compliance and reporting for all Federal and State grants, including preparation of the SEFA and adherence to Single Audit requirements.
Coordinates timely payments for the City's outstanding debt and supports cash management, including investing idle funds and authorizing wire or ACH transactions.
Oversees accounting for Police and Fire Pension funds, ensuring accurate and timely filings.
Directly supervises three Managers, the Accounting Specialist, and the Finance Business Analyst, ensuring accuracy, completeness, and cross-training across accounting functions.
Assists in developing and maintaining written departmental policies, procedures, and internal controls to ensure consistent operations and compliance with accounting standards.
Conducts financial and cost analyses and monitors fiscal operations for alignment with generally accepted accounting principles.
Directs financial recordkeeping activities including purchasing/accounts payable, accounts receivable, and fixed assets.
Communicates regularly with the Finance Director on all matters impacting the financial management of City funds.
Performs other duties as assigned.
Qualifications
Knowledge, Skills, and Abilities
In-depth knowledge of GAAP, governmental accounting, budgeting, auditing, treasury management, debt financing, and related laws and regulations.
Proficient in Microsoft Office and financial software; experience with COGNOS and Naviline preferred.
Strong analytical, problem-solving, and presentation skills with the ability to interpret complex information and develop effective solutions.
Skilled in supervising staff, managing labor agreements, and maintaining confidentiality.
Excellent written and verbal communication; able to convey complex topics clearly and respond to sensitive issues professionally.
Capable of handling multiple priorities and interpreting financial, legal, and technical materials across various formats. Education & Experience
A combination of education and experience equivalent to the following:
Bachelor's degree or equivalent from an accredited college or university in Accounting/Finance or Business Administration.
Minimum of seven (7) years of progressively responsible supervisory experience in governmental accounting and municipal finance. Licenses and Certifications

Residency Requirement
Non-union employees shall live within a 20-mile radius from the City's Emergency Center, located at 1630 8th Avenue in Moline, within 1 year of hire.

American Federation of State, County and Municipal Employees (AFSCME), non-union, and United Auto Workers (UAW) employees participate in the Illinois Municipal Retirement Fund (IMRF). Paid Time Off
The amount of paid time off is dependent upon the employee's position and years of service. Paid time off includes vacation, sick leave, holidays, and personal days.

The City offers a voluntary 457 and Roth IRA retirement savings plan through International City Management Association Retirement Corporation (ICMA-RC). Employees can contribute a portion of their salary to this plan to assist them in building retirement security.
Flexible Spending Plan
Through the flex plan, using pretax dollars, employees can pay their portion of their health insurance premiums and qualified medical, dental, vision, and day care expenses. Employees are eligible to participate in the plan the first of the month following a 30-day waiting period.
Employee Assistant Program (EAP)
The City of Moline offers employees and their immediate family members confidential, professional counseling services and specialty referrals. An assessment and six free counseling sessions are provided.
Life Insurance
A voluntary, decreasing term life insurance policy is available for employees participating in the IMRF pension. This policy provides coverage for employees, their spouses and any eligible dependents.
