About this opportunity:

Join Cenovus Energy as a dynamic and experienced leader to oversee the front-end development of sustaining capital projects for our downstream assets in Ohio. In this role, you will be accountable for managing the early stages of project development (FEL 0, 1, and 2), ensuring that project scopes are technically sound, cost-effective, and aligned with business objectives.

As the Front-End Development Lead, you will be responsible for building and leading a high-performing team of engineers, coordinating across project execution, asset operations, and centralized development resources. You will also help shape long-term capital strategy through effective portfolio prioritization, budget control, and stakeholder engagement. Preference given to individuals who reside near Dublin, OH, or are willing to relocate to the area or any of the Ohio refineries.

What you'll do:

Lead early-stage project development (FEL 0/1/2) for Ohio refineries, prioritizing asset development plans in collaboration with the Portfolio Manager and site leadership

Ensure consistent execution of project stage gate processes, including fit-for-purpose assurance steps, to support technical alignment and minimize scope changes

Coordinate project arguments from concept through value realization, engaging collaborators across the organization and ensuring strong communication and collaboration

Manage and improve the sustaining and growth capital project portfolio, reallocating funds as needed to enhance value while staying within budget targets

Maintain oversight of operating and capital budgets for front-end development; ensure cost control and efficient use of internal and third-party resources

Develop and lead a high-performing team of project development engineers, supporting succession planning and talent development across the downstream organization

Collaborate with procurement, engineering, and execution teams to implement competitive contracting strategies that support early project phases

Support the Long-Range Planning (LRP) process and partner with the Portfolio Manager to facilitate project reviews and drive capital planning alignment Who you are:

Legally authorized to work in the US

Bachelor's degree in engineering

Professional Certification or License in Engineering

10+ years of downstream unit operations and technical experience

Experience in Project Development, Process Design, and Project Execution in a refinery system

Proven leadership experience in developing engineers in technical and business skills
